Stop Dangerous and Unregulated "Skootel electric skateboard-scooters

I am a concerned business owner in Condado, a resident, and a home-owner in San Juan, Puerto Rico.

I am anxious, upset and disturbed by the sudden appearance of random "Skootel electric skateboard-scooters", placed indiscriminately throughout Condado and San Juan, and (I believe) without a permit or safety considerations or supervision.

I believe the local municipality and government should move quickly before people and children are unnecessarily injured or killed on too-easily acquired electric motored-vehicles that are provided without safety equipment and supervision.

PROBLEM 1:
Based on the content of their own User Rental Agreement, there can be no reasonable expectation that the safety rules stated can or will be followed with any regularity.

PROBLEM 2:
This business is abusing the public trust and public spaces by parking electronic devices and soliciting unregulated and unsupervised business on the sidewalk.


The first time I witnessed people using the devices was on 6/2/20 in Condado on Ashford Ave. in front of La Concha Resort, and at approximately 3 pm.

I witnessed the following:

Four (4) unsupervised minors riding three scooters
One scooter was conveying two (2) teen children.
The four children were operating the vehicles in the street
No one was wearing a helmet


According to: "SKOOTEL RENTAL AGREEMENT, WAIVER OF LIABILITY AND RELEASE FOR THE USE OF SKOOTEL UNITS", this is a violation of rules 1.1, 1.2 1.3, and 3.3.

There is no possible real expectation of compliance without reasonable supervision and stringent provisions being implemented for safety.

According to Skootel: "It is an essential condition of this Contract that all Drivers wear a protective helmet when driving the Vehicle.". Yet no helmets are provided.


I am an avid supporter of non-fossil fuel alternative transportation options.

I support and participate in the sharing economy. As a former resident of New York City, I have seen positive and negative results and consequences of shared-network electric bikes and scooters and skateboards.

I would support this business if appropriate safety and supervision standards are met.

If you want to rent scooters to the public then you need to comply with every other rental business, you must pay for a store or a private insured working spaces, and implement real safety and supervision procedures and a process.

I also see no immediate or necessary issue with a responsible adult choosing to purchase an electric skateboard or scooter, learning to ride that device safely, parking or storing the device appropriately, and most-seriously consider wearing a helmet and additional protective gear while riding.

Every business person with a rental experience understands liability and the need and reason for contract and safety and behavior waivers.
