Percy Bland has, over the years, shown his lack of leadership as the mayor of Meridian, MS.

Most recently Bland was tasked with what to do with his current CAO, Richie McAlister, when an audio was released. The audio contains the CAO speaking to a private citizen about City Business, Threatening to beat the F**K out of a current councilman, showing autopsy photos of Christian Andreacchio from the city computer in City Hall, speaking about the reason for termination of 2 past employees (Which should be private), and also speaking about a councilwoman.

Bland stated that the CAO was reprimanded for his language in the video. However, this CAO still has his job when some have been fired for doing “much less” according to Councilwoman Houston. There are many things that the CAO has done to shed bad light on Meridian, MS. In a meeting, which was recorded, Bland stated he would fire anyone who is trying to intervene in the investigation of the Andreacchio case. The CAO directly did that by showing autopsy photos and can be heard on the recording trying to convince the citizen that this man killed himself, even though the forensics dispute that. Bland did not stand by his word.

In an act entitled “The Mississippi Recall Act”, this act provides PROCEDURE FOR THE RECALL OF STATE AND LOCAL ELECTED OFFICIALS. This includes the Mayor. According to this act the grounds for recall is as follows:
That the official has, while holding public office, conducted him or herself in a manner which relates to and adversely affects the administration of his or her office and adversely affects the rights and interests of the public; has committed an act or acts of malfeasance (wrongdoing) while in office. Has violated his or her oath of office; Has committed an act of misconduct in office; Is guilty of a failure to perform duties prescribed by law; or Has willfully misused, converted or misappropriated, without authority, public property or public funds entrusted to or associated with the elective office to which the official has been elected or appointed.

Bland has directly violated one, if not all, of these acts. He has lost the trust of the public, provides and continues to allow a hostile work environment for employees of the city. The road paving equipment that he purchased to save money on the paving of the city streets has mostly been used in downtown. Neglecting the other streets in the city. When residents call to because they have a problem, the problem goes for a long time without resolve, if it is resolved at all. With the recently “alleged” act of sexual misconduct, with a MPD officers wife in City Hall, this is a direct violation of this act and does allow for a recall or at the very least an investigation into the allegations of misconduct. Besides the sexual misconduct, allegedly, he had lost the trust of the citizens and has not kept up his promises to the city of Meridian, MS.
