That there is a perpetual and wanton disregard by the Local Government Unit in urban Tanjay in addressing the lingering issue of stray animals and at present, the number of loose and wandering dogs increased, hence, worsening the situation.

It is in the same manner to that of exploited minors, selling prohibited drugs, and roaming around freely in the urban locale like they own the streets, and the series of fire episodes (on a separate petition, soon) involving the schools. 

That the condition posed clear and great danger to the populace regarding public health and safety eventuating to the following incidents-

a) deaths of motorists in vehicular accidents including that of a public school teacher, the late, Diosdado S. Navarro;

b) severe physical injuries counting that of then-City Legislator and now, electric cooperative (NORECO) Director, Karl Condes, among others; and

c) on record, some people were afflicted with diseases due to animal bites.

A headache also emerges on stray dogs scavenging on uncollected garbages which is not only repulsive but also a sanitation hazard.

Whereas, the tight corner has for several occasions been vocalized in the media, as the constant failure of initiatives despite public indignation.

However, there was an assumption of authority by a presumptive city pound, but no concrete policies were made to provide efficient and or effective administration and operation, which shall establish a binding designation with the official name, Tanjay City Animal Pound.

It sounded that there was an Ordinance treating the can of worms with no physical implementation as presumed in the existing Revenue Code requiring the registration of domesticated animals and pets with imposed fees.

Enough is enough.

This petition is without prejudice and shall form aggregate part on the chief complaint to be filed to the appropriate investigative bodies.

ON PRESENTATION TO THE APPROPRIATE AGENCIES, THIS PETITION WILL BECOME A PUBLIC DOCUMENT.
