NO to Passport Renewal Center of Filipinos in Italy
The Issue
On November 11, 2021, the Philippine Embassy announced the opening of the e-Passport Renewal Center (PaRC) in Rome which is a private outsourcing services contracted by the same Embassy. While the price of the passport has not changed at €54.00, additional fees are exorbitant such as the following: €20.00 appointment fee, €35.00 convenience fee, €4.50 revolving fee, € 2.00 sms fee, € 1.00 xerox, € 10.00 filling fee, and €40.00 shipping fee. To sum up, the total price of the passport processing is €163.50.
The Philippine Embassy to Italy pretends to resolve the inefficiency of their passport renewal services even before the pandemic. It pretends to offer an alternative to the migrants who are constrained by their situation to renew their passport due to the gross difficulty of obtaining an appointment at the consular office. There was no prior consultation being done; not even an information given during those dialogues nor a suggestion or proposal of the like. Much more, there is no clear assurance that the personal data and information given to PaRC will be protected and not be compromised.
The Philippine Government is abandoning their responsibility and accountability to the Filipino migrants and non-Filipinos to deliver a fair, efficient, effective, and timely services to their constituents especially in this time of pandemic wherein many lost their jobs or experiencing a reduction of their working hours or getting infected with the coronavirus or other comorbidities.
The Philippine government is bound to protect and promote the common good of its constituents. However, the prevailing measure and solution to the perennial issue of inefficiency in delivering their obligations and services to the people is adding more burden to their constituents.
