Since senior high school is implemented, many problem regarding its capability arises. Its readiness to provide education and learning to student is questionable. One of the problem is the lack of textbooks and learning materials in some public school. During class discussion, only the teachers have the books and it is also limited. Students have nothing to read or look for instead they have to produce or provide by means of printing their own materials which is such a waste of time and money for the students.

Another thing is, since the student don't have the books, teachers prefer to present their lesson through power-point presentation that's why students tend to take picture of the presentation using their cellphones. But some students don't have cellphone so they cannot have the copy of the lesson. If they only have the textbooks to use, they don't have to print their own learning materials, take pictures during class discussion and they can focus more on their lesson or study. And according to UNESCO, every child should have a textbook because it is the core for the new sustainable development goal on education. Based on K-12 guideline, teachers cannot move on to the next lesson until all of the students acquired the knowledge they needed. in order to do that every single student must have textbook or learning materials that they can relied on. The lack of textbooks in senior high school affect both of the teachers and students. The shortage of textbooks has made it difficult for teachers to complete lesson as they are often forced to move at a slower pace. This greatly affects students when they sit for their final exams.

This problem in Philippine Education must be addressed  by the government properly because the knowledge that can gain by the student from the textbook can contribute to the progress of the country.
