Young Leadership Qualification in Girlguides and Scouts to be accepted by UCAS

Young Leadership Qualification in Girlguides and Scouts to be accepted by UCAS
The Issue
On behalf of the thousands of young leaders supporting Guides and Scouts I am petitioning BIS to value the Scouts' and Guides' Young Leadership Qualification for 14-18 year olds in Guiding and Scouting as a peer to Awards such as Duke of Edinburgh and Art Award.
I am a 17 year old A-level student who has recently registered for UCAS. Additionally I am a young leader volunteering at a Girlguides unit in my local area and for the past 3 years I have been working on my 14 to 18 young leadership qualification (YLQ) and I am not far from completing it.
The problem arose while filling in my qualifications on UCAS, including GCSEs, Duke Of Edinburgh award, functional skills, etc... I discovered that not only is this YLQ not awarded any UCAS points, it is not even acknowledged as a qualification. This meant I couldn't include it in my other achievements such as Duke Of Edinburgh award.
The Young Leadership Qualification is far from easy; you have to learn to adapt and cater for the needs of those younger than you or of different background, organise evenings, events outside the unit, get a first aid qualification, take part in county days and other things in the community such as remembrance day parades or helping out at a town fair. With this role comes a lot of organisation, responsibility, dependability and creativity of new ideas. The process can also be quite long and each person is assigned a senior mentor who signs off sections in a booklet and makes sure you are on the right track. Once you have completed the qualification there is a further stage where you must reference all your papers and all your evidence for completing sections and then send it off with the signed booklet to Head Quarters who assess the work you have done and either pass or fail you.
After being shocked that it wasn't acknowledged let alone accepted by UCAS, I decided to do research and found that the same is true for a Young Leadership Qualification in Scouting. I was also told that I could just put my achievement as a Young Leader in a volunteer job into my personal statement despite Duke of Edinburgh and Queen Scout Award, both of which just as or possibly less enduring and rewarding as the YLQ as the latter prepares for life long leadership roles, being acknowledged as a qualification
I am petitioning for the Department of Business Innovation and Skills to acknowledge this as an official qualification recognisable by both schools, FE, universities and employers. I believe that the Scouts and Guide's Young Leadership Qualification for 14-18 year olds as a peer to Awards such as Duke of Edinburgh and Art Award.
