Walmart has recently been accused of systematically short-changing its gift receipt customers, refunding or exchanging at the then sale rate of any item. Example: You pay $15 for an item which you give as a gift along with the gift receipt to a friend. The friend attempts to exchange the item a week later, which has since went on sale. Your friend is only offered around half of what you paid for it in a store credit or cash refund.
