Demand Transparency in Flat Allotment for BDD Chawl Redevelopment Project

The Issue

The residents and families associated with the BDD Chawl Redevelopment Project have waited for years with hope and trust for better housing and improved living conditions. This redevelopment is one of the most important housing rehabilitation projects in Mumbai, impacting thousands of families across Worli BDD chawls.

However, there is growing concern among residents regarding the lack of transparency in the flat allotment process.

We, the undersigned residents and concerned citizens, respectfully request the Government of Maharashtra and the concerned redevelopment authorities to ensure a fully transparent, fair, and publicly accountable allotment system.

 

Concerns Raised by Residents

Serious concerns regarding transparency and fairness have already reached the judiciary.

In the widely discussed Worli BDD Chawl Tower-1 dispute, more than 329 families approached the Bombay High Court challenging the allotment process for Tower-1. The petitioners alleged that MHADA had originally planned to accommodate police personnel in Towers 3 and 5, but later canceled the 2021 blueprint and reassigned Tower-1 for police housing instead.

Residents further alleged that these changes were made arbitrarily and raised concerns about possible political influence in the allotment process. Considering the seriousness of these allegations, the Bombay High Court temporarily stayed the allotment process and the draw of lots for the concerned units while reviewing the matter.

This case highlights the urgent need for complete transparency, public accountability, and fair communication in all allotment decisions under the BDD Chawl Redevelopment Project.

 

Our Key Demands

1. Publish clear and official eligibility criteria for flat allotment.

2. Ensure that the flat allotment process is conducted strictly as per the officially published 2021 allotment list and approved rehabilitation plan, without arbitrary modifications.

3. Release building-wise and room-wise allotment details in a transparent manner accessible to all residents.

4. Ensure that original residents and legally eligible families receive priority without favoritism or political influence.

5. Provide written clarification regarding rehabilitation policies, carpet area allocation, floor allocation criteria, and possession timelines.

6. Ensure that no changes to approved master plans or tower allocations are made without public consultation and written justification.

7. Establish a dedicated grievance redressal mechanism for residents facing discrepancies or concerns.

8. Include resident representatives in monitoring and verification committees to build trust and accountability.

 

Why This Matters
The BDD Chawl Redevelopment Project is not merely a construction project — it is about the future, dignity, and security of thousands of middle-class and working-class families who have contributed to Mumbai for generations.

 

Transparency is essential to:

  1. Prevent corruption and favoritism
  2. Protect residents’ rights
  3. Avoid disputes and confusion
  4. Build public trust in the redevelopment process

Residents deserve assurance that the commitments and allotment plans communicated in 2021 will be honored fairly and consistently. Any deviation from previously declared allotment plans without proper consultation undermines trust in the redevelopment process.

 

We strongly believe that a transparent process will benefit both the authorities and the residents and ensure that this landmark redevelopment project becomes a model for fair urban rehabilitation in India.

 

We request the Honorable Chief Minister of Maharashtra, MHADA officials, and all concerned authorities to immediately address these concerns and implement a transparent allotment framework.
