The Issue

The admission process for postgraduate programs at the Tata Institute of Social Sciences (TISS) through the CUET-PG entrance exam has raised significant concerns among candidates about the transparency and fairness of seat allocation. The normalization process adopted by the TISS Administration is shrouded in ambiguity, leaving applicants in the dark about how their scores are evaluated and used to admit candidates across various CUET-PG paper codes, especially COQP11 and COQP12.

This opaque process has led to perceptions of unfairness, with many candidates feeling disenfranchised by what they perceive as inequitable seat allocation. The lack of transparency not only undermines the credibility of the institution but also discourages potential candidates who might otherwise contribute significantly to the academic community.

There are several examples of candidates who, despite scoring well, found themselves denied admission to their preferred programs. This has raised questions about the normalization method and its implications on the merit-based selection process that TISS claims to uphold.

Another implication that has followed because of this opaque process is that the candidates could not plan their applications accordingly - as to what programmes to apply to (since there was a limit of 3) to maximize their probability of getting a seat.

A fair and transparent admissions process is paramount to maintaining the integrity and reputation of TISS. The normalization process should be clearly explained, with all factors and calculations openly shared with the candidates. This will allow applicants to understand how their scores are evaluated and why certain admission decisions are made.

Moreover, the TISS Administration should re-evaluate the existing normalization process. Engaging independent experts to review and, if necessary, revise the process would ensure that seat allocations are indeed done based on merit and equity. An alternative could involve stakeholder consultations where candidates and educational experts come together to devise a more transparent and equitable admission framework.

We call on the TISS Administration to take immediate action to demystify the normalization process and reconsider its use in the CUET-PG admissions. A transparent and accurate admissions framework not only strengthens the trust candidates place in the institution but also ensures that all candidates are treated justly based on their performance.
