Demand Transparency and Action from Cambridge International Over Exam Paper Leaks
The Issue
To: Cambridge Assessment International Education, British Council, and Ministries of Education
We, students, parents, and educators across the world, are outraged by the recurring pattern of exam paper leaks in Cambridge International Examinations — most recently in the May/June 2025 session for A Levels Maths P1 and M1. This is not the first time, and it’s clear that Cambridge has failed to ensure even the most basic level of exam security.
Every year, students prepare for months — sacrificing mental health, family time, and peace of mind — only to find out that exam papers were circulating online before they even entered the exam hall.
How is this acceptable from a supposedly "world-class" examination board?
We are tired of shallow apologies and vague reassurances. Retakes and grade reweighting have proven again and again to be an unfair and lazy excuse that punishes the very students who followed the rules. Internal grades, especially in regions with limited resources, are not always reliable or accessible. Students who worked hard in the most crucial academic years of their life now face uncertainty, compromised transcripts, and irreversible academic damage — all because Cambridge failed to do its job.
We demand:
- A public and transparent investigation into the source(s) of the leaks — with accountability, not cover-ups.
- A halt to blanket solutions like reweighting or retakes — which fail to address the root problem and hurt honest students more than cheaters.
- Immediate reform in Cambridge’s exam security protocol — especially in high-risk regions — with clear reporting to schools and candidates.
- An official public apology acknowledging the repeated negligence and its mental and academic toll on students.
Cambridge International makes millions off the trust of students worldwide. Yet it has repeatedly failed to provide the most basic expectation of any examination board: a fair and secure testing environment.
We will no longer stay silent while our futures are compromised by systemic failure. Cambridge must be held accountable — now.
This is not just a petition. This is a warning. Fix the system, or risk losing the trust of a generation.
