Demand Transparency and Accountability in Government Infrastructure Funds

The Issue

In the case of the Philippines, these annual appropriations amount to billions of pesos for government infrastructure projects such as road construction, bridge building, school construction, and flood control. Unfortunately, many of these infrastructure projects are marred by issues of corruption due to a lack of transparency and accountability in the spending of government funds. The many cases of overpriced contracts, poor construction quality, delayed or abandoned projects, and ghost projects only go to show that government funds are being misused or stolen. Not only are taxpayers being cheated, but national development is being hindered as well. Without transparency and accountability in public spending, government infrastructure funds will continue to be abused, and the ordinary citizen of the Philippines will continue to suffer.

The Philippine government spends a lot of money in its infrastructure development plans. The major problem affecting this expenditure is poor planning and implementation. This is because many projects are undertaken without proper feasibility studies and are implemented based on political considerations rather than the actual needs of the people. This means that the facilities developed are either not necessary in the areas they are put up in. There is also a lack of monitoring and evaluation of the projects. This means that contractors are able to take shortcuts in their work without being held accountable for their actions. The problem of politics in the country also affects the government in its efforts to develop the country. This means that those awarded contracts are those preferred by the government rather than those qualified for the job. The bureaucracy in the country and its slow process of governance also affects the development of the country. This means that the projects undertaken take a long time to be completed. This affects their efficiency and increases their cost. The fact that the people of the Philippines are not aware of what is going on in their government and their lack of participation in the governance of the country also affects the development of the country. This means that when things are going wrong in the country, no one dares to speak out. The poor planning of maintenance of the developed infrastructures in the country means that they deteriorate quickly.
