WOMEN'S ISSUES: What happens when women report sexual harassment inside a police department that already has substantiated findings against its own leadership? They get labeled lazy, told they can’t take a joke, and quietly pushed out — while the people they reported keep their power.

THE INCONVENIENT EEO COMPLAINT THEY KEEP SHOVED UNDER THE RUG: "PROVEN" DISCRIMINATION & HARASSMENT—AND THE WOMEN PAID THE TAB

Picture your wife, your daughter, or your sister punching in for duty beneath Police Leadership Officials already rubber-stamped with substantiated sexual and racial harassment. They’re still strutting around with full authority because Phoenix VA Health Care System (PVAHCS)Executive Leadership” eagerly swallowed their Police Leadership’s fairy tale that a former Black officer was “just exaggerating” when he formally reported discrimination and they promptly fed that EEO Complaint into the garbage disposal.

EEO VERDICT? PROVEN RACIAL DISCRIMINATION! - FILED UNDER “TRASH”

That same officer—armed only with a high-school diploma and zero lawyers—proved legally on paper that the department was discriminatory and steeped in a hostile work environment (HWE). The VA’s own lawyers stamped GUILTY in bold. Yet leadership pulled a classic file-and-forget:

  • Ignoring the EEOC mandate for prompt "effective" remedial action
  • Tucking the findings into a bottom drawer
  • Allowed substantiated harassers to stay in supervisory command
  • Subjecting female employees to front-row seats to years of unchecked abuse.

HARASSMENT ROYALTY: STILL CALLING THE SHOTS—STILL IN A SUPERVISORY POSITION

You can be a "VA Police Leadership Official"—pretend to spit in your hand for “lube,” and simulate masturbating behind female employees as a twisted joke for your subordinates—and still keep your authority over the women in the department, including those very same women who later report harassment against the same individuals. Meanwhile, the substantiated leadership convinces the rest of the workplace that these women are lazy, liars, and merely “playing the gender card.” And guess who sits on promotion boards and weighs in on Internal Affairs investigations? Yep—the same guy.

  • Can you imagine? This is the same leadership official who is allowed to still conduct fact-finding and initiate investigations —while having "substantiated racial and sexual harassment" findings. You just can’t make this up!

PVAHCS Executive Leadership’s Four-Year Decision: 2022-2026

All because PVAHCS "Executive Leadership" spent four years (2022–2026) mastering the fine art of “strategic inaction” while discrimination and sexual harassment festered under their watch. They were simply waiting for the "consolidation" so they could finally dodge vicarious liability. 

“Let’s Act Like Nothing Is Wrong With The Department I’m Responsible For!”

While all this was happening, PVAHCS "Executive Leadership" collected multiple substantiated findings,  posed for cheerful photo-ops with a failing department, ignored ORM notifications, and still pushed out glowing diversity press releases — even while serving as Responsible Management Officials (RMOs) in formal EEO cases they knew about.

  • And somehow they still called the "Giglio-Impaired"  — leadership material?

WHAT HAPPENED WHEN THE "WOMEN" ACTUALLY REPORTED……THE SEXUAL HARASSMENT?

And when female officers and employees later came forward with their own complaints? They were told they were lazy, exaggerating, or just couldn’t take a joke. Because nothing says strong leadership like protecting the harasser while dismissing the women who have to work beneath him.

But let’s not just talk in generalities. Let’s actually go through some of the women who had to deal with this environment:

The Mother Figure Dispatcher & The Gun Cover-Up

She was forced to work alongside a male employee who self-disclosed a "Sexual Addiction" to her and frequently highlighted passages in a book on the subject in her presence. However, on April 4, 2024, this male employee  — somehow managed to put a handgun in his backpack and then politely self-reported it — and was allegedly allowed to take it home. (See the "heavily redacted" VA OIG Hotline Case No. 2024-03707-HL-1220 and HPP Case No. 7116 for the carefully sanitized version of events.) It's alleged that leadership treated it as a “patient-only exception" and gave him the softest possible exit:

  • A quiet resignation that let everyone pretend nothing ever happened.

She eventually left and later retired, because showing up to work started to feel less like public service and more like a daily gamble with her safety and dignity.

The Officers Who Walked Away & The Women Who Stayed Quiet

Several female officers quietly left after dealing with the harassment and policy violations. Others stayed silent, knowing what happened to anyone who pushed back. Fear is a powerful supervisor. However, they reported it to others, and we are at least getting their story out in the public.

The Black Female Officer Who Filed an EEO

She filed against multiple supervisors, got labeled lazy and difficult, and still pushed her case all the way to a Final Agency Decision. Some male officers still bad-mouth her for it (which is "retaliation" and illegal). She eventually left, exhausted.

The New Mexico Candidate Who Was Too Confrontational

A female candidate from New Mexico had her job offer quietly rescinded after being labeled “too confrontational” and “too resistant,” according to an individual familiar with her in the department. Apparently, the department prefers women who will stay quiet, not file harassment reports, and are easy to control.

The "Short Latina Officer" Who Fought Back

Standing just 4′11″, the "Short Latina Officer" still had the spine to report a substantiated racial-and-sexual harasser who was inexplicably kept in supervision by Police Leadership and PVAHCS "Executive Leadership" — and now the Office of Operations, Security, and Preparedness (OSP).

Her reward? Nearly a year stuck on “administrative detail,” badge and arrest authority yanked, and a nonstop barrage of retaliation from supervisors and co-workers. The "Giglio-Impaired Hierarchy" even launched a full termination campaign to erase her law-enforcement career. Yet she never folded—and in doing so showed the world exactly what happens to women who dare to speak up — in the Phoenix VA Police Department.

SO, HERE’S THE REAL QUESTION:

  • What kind of department green-lights a supervisor with officially substantiated sexual-and-racial harassment findings and still hands him the keys to the kingdom—while the women who dared to pull the fire alarm get sidelined, stone-walled, or quietly erased?

This isn’t one R.O.T.T.E.N apple. It’s an orchard surrounded by “Do Not Disturb” tape. And now the problem sits on OSP’s desk.

OSP's Institutional Awareness

On February 11, 2026, the Chief of OSP, Patrick Hernandez, came to the Phoenix VA, sat with the police, and saw what had already been reported to him via email and other methods. The Principal Deputy Assistant Secretary, Ian Dinesen, actually took some action — that part is noted, so we give him respectful credit.

But the rest of OSP? You saw the Giglio/Brady website that Phoenix VA Police Leadership reportedly dismissed as "fake" to the entire department. You saw the “material” that is constitutionally required to be disclosed in a criminal court case.

And you still allow leadership with substantiated sexual harassment findings and a substantiated violation of the Civil Rights Act of 1964 to remain in authority?
