WHILE YOU ARE PAYING TAXES: Some Police Leadership Officials at the Phoenix Veterans Affairs Police Department are too "tainted" to credibly testify in court — yet they’re still collecting “full paychecks” and holding authority! The system didn’t remove them. It just kept writing the checks and hoped no one would notice.
THE SWEET LIFE OF FEDERAL POLICE LEADERSHIP
It must be nice.
High GS pay. A badge, a gun, and a leadership position with a private office big enough to put your feet up on. Some disappear into their offices for hours — everybody knows they’re sleeping or watching YouTube.
Others sit at their desks yelling at subordinates to compensate for their lack of physical appeal — the weight, the receding hairline, the height — and the complete lack of sexual intimacy at home, making the environment extremely toxic.
TAXPAYERS FUNDING FULL-TIME COMFORT
And the taxpayers get the distinct privilege of funding their full-time career — OF SITTING ON THEIR ASS.
WHEN CREDIBILITY BECOMES A LIABILITY
What most people don’t realize is that many of these leadership officials are now too tainted to credibly testify in court.
No U.S. Attorney’s Office or Maricopa County prosecutor will put them on the stand in any serious case — not after they caught up on the latest episode of the “Brady Bunch” (“Marcia, Marcia, Marcia!”).
Their credibility has been permanently damaged by sustained findings of racial harassment and sexual misconduct, including a police leadership official caught pretending to spit in his hand before simulating masturbation behind a young female employee.
THE PERMANENT MARK ON THEIR RECORDS
Thanks to the “Giglio Material” now on their official record (public and internal), their credibility problems don’t stop at criminal cases — even in civil matters, they’re still too tainted to be believed.
For some strange reason, leadership officials apparently slept through their in-service training on Giglio v. United States, 405 U.S. 150 (1972). They were quick to tell the entire department that third-party sites like "giglio-bradylist.com" are “not real” or “unofficial,” yet somehow failed to grasp the actual holding of the case:
- “When the reliability of a given witness may well be determinative of guilt or innocence, nondisclosure of evidence affecting credibility falls within the general rule.”
WHAT ACTUALLY HAPPENS ON THE GROUND
The actual work gets done by officers who can still be trusted to testify in court.
These leadership officials, however, continue collecting full paychecks while creating hostile environments, harassing their subordinates, and generating more EEOC complaints and settlements that someone else has to clean up.
LEADERSHIP GETS A FREE PASS
If a GS-6 VA Police Officer had this kind of credibility problem, "local leadership" would already be building a termination packet.
But when it’s one of their own, the rules suddenly change. They get to keep the rank, the pay, and the authority while the rest of the department absorbs the damage.
Local leadership blindsides district and regional leadership, and most of all, protects “The Untestifiables” from internal investigations. Because when you’re in charge, the system suddenly discovers it has a heart — but only for the people who shouldn’t have one.
THE RULES DON'T APPLY IF YOU'RE IN CHARGE
Keeping leadership officials in positions of authority after they’ve been found to have engaged in racial harassment and sexual misconduct — conduct that qualifies them as "Giglio-Impaired" — is apparently NOT a problem in this department, as long as they’re "Leadership Officials."
Non-leadership officers with far less serious issues would be "removed without hesitation", but these individuals get to keep their rank, pay, and authority because leadership has decided that a substantiated violation of the Civil Rights Act is only a real issue when it involves people who aren’t in charge.
- That’s not corrective action.
- That’s just choosing who the rules apply to.
OSP’S ELEGANT SOLUTION
OSP "inherited" this exact situation when they took over Phoenix VA Police.
Instead of removing the compromised leadership officials, they chose to keep paying them, keep protecting them, and pretend the "R.O.T." wasn’t their problem to solve.
