In the beautiful city of Sedona, Arizona, an urgent issue demands immediate attention from our community and its leaders. We, concerned citizens, are calling for a change in leadership, specifically the termination of Police Chief Stephanie Foley, Officer Willadsen & Officer Klafin, City Manager Anette Spickard, Deputy City Manager Andy Dickey and City Attorney Kurt Christianson, due to a pattern of troubling incidents that have compromised the integrity and trust of our community.
Recent reports and public records reveal a disturbing pattern of misconduct and mismanagement, including questionable decisions, lack of transparency, and potential violations of city policy and public trust. These incidents raise serious doubts about the ability of these officials to lead Sedona ethically and effectively.
A recent incident, widely circulated online, shows individuals engaged in filming being ordered to leave areas that are clearly public property, a clear violation of First Amendment-protected activity. This raises serious concerns about the City's respect for constitutional rights, proper use of authority, and the accuracy of its enforcement actions.
Police Chief Stephanie Foley bears direct responsibility for the training, conduct, and oversight of Sedona's police officers. When officers violate the constitutional rights of residents and visitors on camera, it reflects a failure of leadership, training, and departmental culture that starts at the top. Chief Foley is accountable for ensuring her officers understand and respect the law, including the First Amendment. That accountability has clearly not been met.
The responsibility for overseeing the city's administrative functions and ensuring legal compliance falls directly on City Manager Anette Spickard and City Attorney Kurt Christianson. Their failure to provide proper guidance and oversight, from budget mismanagement to legal failures, has undermined public confidence and created financial and social consequences for every resident of Sedona.
We are also calling for the immediate termination of Deputy City Manager Andy Dickey, who allegedly authorized the unlawful removal of individuals engaged in protected First Amendment activity from a public right of way, making him directly complicit in this unconstitutional action.
We are calling on the Sedona City Council to:
A. Conduct an immediate, independent, and transparent investigation into these incidents
B. Immediately terminate Police Chief Stephanie Foley, City Manager Anette Spickard, Deputy City Manager Andy Dickey, City Attorney Kurt Christianson, and all the officers involved in the incident depicted in the video including Officer Willadsen & Officer Klafin.
C. Publicly clarify policies regarding filming and First Amendment activity in public spaces
D. Implement mandatory constitutional rights training for all Sedona police officers
