In the midst of a foot chase, this officer used excessive force and directed a disturbing threat at my brother, Briashon Brown a black man. At a vulnerable moment, Officer Scaffo held a gun to my brother's head and explicitly threatened, "I will shoot him in the head motherfucker." This display of unlawful behavior is not only unacceptable but poses a grave threat to the community's safety and trust in law enforcement.

Officer Scaffo's actions are a clear violation of the ethical codes and standards expected of our police force. His behavior not only jeopardized the life of an unarmed and vulnerable individual but also underscores a broader issue of misconduct within our Salem County police services. Statistics support that excessive force is disproportionately used against black individuals. According to the Washington Post, black Americans are killed at more than twice the rate of white Americans by police.
