Demand Stronger Sentencing Laws for Sexual Assault and Child Abuse In Pennsylvania

The Issue

Sexual assault and child abuse don’t just break the law — they break lives. Survivors in Pennsylvania carry trauma into their sleep, their relationships, their sense of safety, and their futures. Yet the people who harmed them often receive sentences that do not reflect the lifelong damage they caused.

“Emily,” whose name is changed for protection, was only 12 when she was abused by someone her family trusted. One day she was a child who loved drawing and sleepovers. The next, she was a child who checked the locks three times before bed, who woke from nightmares she couldn’t escape, who learned how to calm panic attacks before she learned algebra. Her childhood didn’t end — it was taken.

When her case finally reached court, her family believed the justice system would protect her. Instead, the offender accepted a plea deal — and served less than two years.

Emily is still rebuilding her life. He is already free.

Her story is not rare. It is not unusual. It is not an exception. It is happening across Pennsylvania — quietly, painfully, repeatedly.

And every time an offender walks away with a reduced charge or a short sentence, the system tells survivors something no child or adult should ever hear: Your trauma is negotiable. Your suffering is secondary. Your life is worth less than the convenience of a plea deal.

This is not justice. This is not accountability. This is not protection.

Pennsylvania must strengthen sentencing laws for sexual assault and child abuse. Survivors deserve a system that recognizes the full weight of what they endured. Communities deserve safety. And justice must mean more than a bargain.

We are calling on the Pennsylvania General Assembly to take immediate action by:

Strengthening sentencing guidelines for sexual assault and child abuse
Increasing minimum and enhanced sentencing ranges for repeat offenders
Ensuring transparency in plea agreements involving violent or sexual crimes
Creating consistent sentencing standards across counties
Prioritizing survivor safety in all sentencing decisions
Survivors cannot heal when the system minimizes their pain. Communities cannot feel safe when accountability is optional. Justice cannot exist when the punishment does not match the harm.

Pennsylvania must act now. Survivors deserve nothing less.
