Our personal struggles with the Homeowners Association (HOA) Board of Indian Creek, also known as North Creek, in Beltsville, MD, USA, marks a broader issue affecting the entire community. They have not been upholding the bylaws, leading to misunderstanding(s) and miscommunication(s). Even more alarmingly, there are questions of fund misuse. 

I am a resident of this community, and like many others, I am disheartened by the mismanagement and lack of respect towards homeownership values, and homeowners. Although our HOA is legally obligated to operate professionally and responsibly, the present board members demonstrate ineffectiveness, uneducated with their duties. 

HOA Board meeting(s) - have been dismissed & rescheduled without notice, and our annual meeting has been outside of the month of JUNE in which it is written, to be held, by way of current bylaws. 

HOA Meetings are being delayed with homeowners up to 10 minutes from the 7PM start, due to board members not present and being called to see if they are attending.  The HOA BOARD President does not attend or shows up at the end of the meetings.  In addition, the HOA Board has been unresponsive, uncooperative, & uninvolved in our neighborhood, with many matters within the perimeters of North Creek.

Contracts are being switched, and decisions are being made without presentation, notice, or any kind of inclusion with/to/of homeowners. Homeowners' concerns are unheard, and have no say in the growth, safety and betterment of our valued Green Community.  Current outdated bylaws are not being updated to accommodate current energy efficient and advanced architectural and home materials, or county / state regulations.

These issues are not just objectionable, but also disruptive as it contributes to the dysfunction forestalling our neighborhood's growth and safety. The persevered misallocation and misuse of funds, without explanation when questioned – leads to a clear violation of the HOA’s financial responsibilities – again leading to unmaintained neighborhood and diminished property values for every member of our community. The failure to adhere to bylaws not only leaves residents in the dark about HOA, but also PG County and even State policies, that bind our community.   

In light of this, we demand an immediate unseating of the current HOA Board and a re-election to replace the current sitting members with responsible, knowledgeable, community committed and transparent HOA board. This is crucial to establish trust, maintain just governance, and ensure the welfare of our beloved green community.
