

Demand Real Consequences for Repeat Violations at Danville Area Humane Society
The Issue
In November 2025, state inspectors visited the Danville Area Humane Society and found conditions that no animal shelter should have: incorrect drug doses for sedation and euthanasia, dogs denied treatment for fungal infections and skin wounds, rodent droppings and dead mice in open food bins, and syringes reused between procedures with dried blood still inside them. Seven violations were cited. Two were repeat offenses from a prior inspection less than a year before.
Under Virginia law, the state could have fined the shelter $750. It didn't. The Virginia Department of Animal and Consumer Services (VDACS) waived the fine after shelter director Paulette Dean submitted a letter describing corrective steps.
This was the second time in two years VDACS waived a fine for this shelter. In December 2024, the shelter was cited for euthanizing four puppies before the state-mandated minimum hold period had ended. That fine, $1,000, was also waived after a similar letter.
The shelter already euthanizes 59% of animals in its care. That is more than six times Virginia's state average of 9%. Inspections that result in no consequences do not protect animals. They protect the status quo.
Danville City Manager Ken Larking was notified in February 2026. He responded that "all issues were addressed to their satisfaction and there were no monetary penalties." No public review. No timeline. No accountability.
VDACS and the city of Danville must stop treating letters as a substitute for enforcement. Repeat violations require real consequences.
