As a dedicated 3K teacher in New York City, I witness the transformative power of Community Based Organization (CBO) Pre-K programs every day. These crucial programs not only lay the foundation for lifelong learning in our children but also provide essential support to families and strengthen our communities. Our commitment to offering a nurturing environment and quality education should be matched by timely and reliable funding from the City Council.

Every year, CBOs face an uphill battle, struggling to deliver outstanding early childhood education due to delays in funding from the city. This uncertainty is not just an operational hurdle but a threat to the livelihoods of the educators who are the heart and soul of these programs. Without early and guaranteed financial support, CBOs find themselves in an untenable position, constantly managing the risk of being unable to pay staff or procure the necessary materials for effective teaching.

According to the New York City Department of Education, nearly 60% of public Pre-K programs are operated by CBOs, serving tens of thousands of three- and four-year-olds each year. These programs are a lifeline for many working families who rely on affordable, high-quality education. Yet, without assurance of timely funding, the stability and future of these programs hang in the balance.

A case study from 2022, revealed that delayed payments resulted in some CBOs accumulating debts and others reducing staff or even discontinuing services temporarily, directly impacting the education of our youngest learners. The city's financial oversight needs to prioritize these critical early education programs to ensure they receive funding promptly and consistently.

To address this dire situation, we call on the New York City Council to implement a streamlined funding process and ensure funding is released in a timely manner at the start of the fiscal year. By adjusting budgeting processes and prioritizing education funding, the city can secure the future of CBOs and, consequently, the education of generations to come.
