I recently received a response from the Law Enforcement Complaints Agency (LECA) regarding my formal complaint against the Ottawa Police Service (OPS). The issues I raised were serious: negligence in investigating my report of sexual assault, mishandling theft and fraud incidents, coercion into signing a peace bond under duress, and enabling my ex-partner Michael Broughton’s abuse through systemic failures.

 

LECA’s decision? To dismiss my complaint for now, citing “ongoing criminal proceedings” as their reason. They argue that pursuing an investigation is “not in the public interest” at this time and suggest that I resubmit my complaint after these proceedings are resolved.

 

This response is deeply troubling. By advising me to try again later, LECA indirectly admits my concerns are valid--yet refuses to address them. This inaction leaves me vulnerable and allows my abuser to continue manipulating the legal system unchecked.

 

The implications of this decision go far beyond my case. LECA’s refusal to investigate sends a clear message: the systemic failures in law enforcement that enable abusers to weaponize the legal system are not a priority. This perpetuates a pattern where victims are left unprotected while those who abuse and exploit the system face no consequences.

 

The Ottawa Police Service’s actions--or lack thereof--reflect a broader, deeply entrenched gender bias. Victims of abuse are routinely doubted, scrutinized, and dismissed, while their abusers are treated as credible by default. My own experience mirrors a troubling national trend. According to Statistics Canada, women represent 79% of intimate partner violence victims. Yet, rather than protecting victims, mechanisms like peace bonds are often co-opted by abusers to further control and intimidate.

 

LECA’s decision reinforces this broken system. Instead of addressing clear misconduct and negligence, they delay action, allowing law enforcement to escape accountability. This failure to act perpetuates harm and undermines trust in the very institutions meant to protect us.

 

This is not just my fight--it is a fight against a system that prioritizes appearances over justice, enabling abusers while silencing victims.

 

I am calling on the Ottawa Police Service, LECA, and all relevant authorities to:

1. Immediately dismiss the baseless breach of peace bond charges brought against me.

2. Reopen and thoroughly investigate my complaint against the OPS without delay.

3. Implement reforms to address systemic bias and ensure police accountability.

 

We must demand better. This system can no longer prioritize its own convenience over the safety and justice victims deserve. I urge you to join me in amplifying this message by signing and sharing this petition. Together, we can push for meaningful change and hold those in power accountable.
