Petition updateDemand Ottawa Police Drop Warrant Issued on Victim of AbusePetition Update: The Fight for Justice Escalates--Preparing to File for Judicial Review

The battle for justice is at a critical turning point. I am preparing to file a Judicial Review to Quash the Peace Bond and Withdraw the Warrant--a legal challenge that will not only expose the wrongful charges against me but also demand accountability from the Ottawa Police Service (OPS) and the Crown for their negligence, bias, and abuse of power.

But I cannot do this alone. I need public backing and support to ensure this case gets the attention it deserves. The justice system thrives on silence and inaction--which is why we must speak up, take action, and demand change.

WHAT THIS FIGHT IS ABOUT

1. A Peace Bond That Should Never Have Been Issued

• The peace bond was forced on me without cause, violating legal precedent set in R. v. Penunsi (2019 SCC 39), which states that peace bonds require credible evidence of a future threat--which never existed in my case.

• There was no legitimate fear, and video evidence proves that I did nothing unlawful when reclaiming my stolen dog, Moji.

2. A Warrant Based on a Fundamentally Flawed Order

• Because the peace bond itself is illegitimate, the warrant for allegedly breaching it is also illegitimate.

The so-called breach of the peace bond is based solely on emails I sent regarding family court orders and my ex’s ongoing contempt of them--emails that explicitly demanded his compliance or warned that I would be taking him back to court. The next thing I knew, OPS was issuing a warrant for my arrest. The alleged breach is based entirely on these lawful communications, even though the peace bond itself explicitly permits contact regarding family court matters. This isn’t just an abuse of power--it’s insanity. A legally invalid peace bond is now being used as a weapon to silence me while my ex remains in open defiance of court orders with zero consequences

• This is not justice--it’s a targeted misuse of legal power. The system is being weaponized against me, while my abuser walks free.

3. Ottawa Police Service’s Negligence and Misconduct

• OPS has ignored my reports of digital surveillance, fraud, theft, coercion, and abuse since 2018.

• My ex, an oracle programming expert with the highest government-level security clearance, has used his access to spy on me, manipulate evidence, and erase digital proof--and OPS has done NOTHING.

WHY THIS SHOULD MATTER TO EVERYONE

This is bigger than me. This case isn’t just about one woman fighting against a corrupt system--it’s about all of us.

Michael Broughton isn’t just a private citizen. He is a high-level IT expert with government security clearance. That means he doesn’t just have access to my personal information--he has access to yours too.

If a man with this level of security access can get away with:

✅ Hacking into private accounts

✅ Manipulating legal documents

✅ Tampering with digital evidence

✅ Surveilling a private citizen for years without consequences

…then no one’s information is safe.

OPS didn’t just fail me--they failed the public. By refusing to investigate my legitimate complaints about digital intrusion, evidence tampering, and fraud, they are allowing a government-cleared IT specialist to abuse his access without any oversight.

This is not just a domestic violence case. This is a public trust crisis. If law enforcement and the courts will let an abuser get away with manipulating the system at this level, then what else are they turning a blind eye to?

WHY I NEED YOUR SUPPORT NOW

A Judicial Review is a powerful legal tool--but it takes resources, pressure, and public support to succeed. The police and the courts expect me to give up. They expect this to be buried like so many other cases.

I refuse to let that happen.

But I need you to stand with me.

HOW YOU CAN HELP:

1. Sign and share this petition--the more signatures we have, the harder it is for them to ignore us.

2. Spread the word--tell people what’s happening. Post, tweet, and share this update.

3. Demand accountability--call, email, and tag public officials and the media. Ask them why a man with security clearance is being allowed to abuse the system without investigation.

4. Show solidarity--this is about justice for all victims. The system must change.

We cannot allow this misuse of power to continue. The justice system should protect victims--not their abusers.

Together, we can demand accountability, justice, and change. Keep fighting with me.

Thank you,

Stephanie Larocque
