Demand NHTSA explain its recall decision for FSD at stop signs

The Issue

Tesla recently agreed to a voluntary recall request from NHTSA to address how "FSD Beta negotiates certain driving maneuvers."  Version 11 of Tesla's FSD Beta software implements those changes. Some of these changes are good and improve how FSD operates.  However, the shift in how FSD Beta behaves at stop signs causes anger, frustration, and confusion when the car comes to a complete stop and sits there for what feels like an eternity before moving again.  These emotions are felt by all drivers involved, not just the drivers of FSD Beta, and continues a trend of NHTSA forcing Tesla to constrain FSD Beta to non-human maneuvers at intersections and, apparently, in contradiction to Tesla's training data.  

The specific problematic change in the recall request, as described by Tesla, is: 

"The perceived duration of the vehicle’s static position at certain intersections with a stop sign, particularly when the intersection is clear of any other road users."

Virtually every FSD Beta tester posting videos online complains about this behavior, how unnatural it is, and how angry, frustrated, and confused other drivers get when the vehicle operates this way.   Two examples.

The transition to autonomous vehicles will be a long journey. Our roads will be a hybrid of human and autonomous vehicles for many years. If autonomous vehicles are not allowed to operate in human-like ways, other human drivers who share the road with them will not accept them. There must be a balance between following the letter of the law, safety, and being a good citizen of the road. The current recall for behavior at intersections does not achieve that balance -- not even close.  

We demand that NHTSA publicly convey its thinking around this recall, its specific guidance on how vehicles need to operate at these intersections, and to reconsider whether this behavior is how they want autonomous vehicles to operate.  If autonomous cars are not allowed to drive safely like humans -- and as the manufacturer's training data says to drive -- it is NHTSA's responsibility to publicly convey their reasoning and requirements. It is also their responsibility to apply the rules consistently to all automakers. The public needs to understand why - and under whose direction -- autonomous vehicles are snarling their roads and causing anger and road rage.
