Demand Karen Bass Add Lake Encino’s Mandatory Evacuation to the Public Record

The Issue

We, the residents of Lake Encino and concerned citizens, urge Mayor Karen Bass and the City of Los Angeles to publicly document the mandatory evacuation of Lake Encino during the Palisades Fire. This documentation is essential to ensure residents have access to relocation benefits and other forms of aid that require proof of these events.

During the Palisades Fire evacuation in January 2025, residents of Lake Encino were issued mandatory evacuation orders by the LAPD. Officers went door to door and used loudspeakers to inform residents that they were required to leave their homes. However, this mandatory evacuation was never formally added to the public record, leaving residents without the documentation needed to access benefits and aid programs tied to mandatory evacuation status.

Relocation benefits, reimbursement programs, and other forms of support—offered by employers, housing platforms like Airbnb, and local, state, and federal government agencies—are only accessible to those who can provide proof of mandatory evacuation. Without this acknowledgment in the public record, Lake Encino residents are left without critical resources during this challenging time.

Furthermore, the lack of public documentation underscores a systemic communication breakdown between agencies involved in the evacuation. Residents deserve transparency and accountability to prevent these issues in future crises.

We, the undersigned, demand that Mayor Karen Bass and the City of Los Angeles:

 1. Add Lake Encino’s mandatory evacuation to the public record immediately.

 2. Ensure all evacuation orders are properly documented in future emergencies to avoid similar issues.

 3. Establish clear communication protocols between city, county, and state agencies to ensure residents receive accurate and timely information during crises.

Thank you so much to the Lake Encino residents for bringing this to our office's attention. The Council Office has been in touch with community members to gather information about what occurred. Since then, we have escalated this issue with the Office of the Mayor and the Emergency Management Department. Our office is also preparing to introduce a Council Motion to request response and action from the City Attorney's office and involved Departments to investigate this matter. The Council Office does not direct or manage evacuation orders but we are escalating this issue with the responsible departments to ensure they provide answers and assistance to our constituents.
