Demand Justice For The Death Of Lich Vu, Not "Just Us"

The Issue

In October 2024, 71-year-old Lich Vu, a Vietnamese-American man with limited English proficiency, was violently slammed to the ground by then-Sergeant Joseph Gibson of the Oklahoma City Police Department during what began as a minor traffic dispute.

Body-camera footage shows that during a heated exchange about fault in the crash, Mr. Vu — struggling through a language barrier — lightly tapped Sgt. Gibson’s chest. Without attempting to arrest or de-escalate, Gibson suddenly threw the elderly man to the pavement, causing a brain bleed, facial and neck fractures, and a rapid health decline that ultimately ended in Mr. Vu’s death in October 2025.

Following an internal investigation, Oklahoma City Police investigators found that Gibson’s use of force was “not reasonable” given Mr. Vu’s size, age, and medical vulnerability.
In response, Oklahoma County District Attorney Vicki Behenna charged Gibson with aggravated assault and battery, recognizing the seriousness of the conduct and preserving the option to elevate charges if Mr. Vu did not survive his injuries.

However, before the case could proceed, Oklahoma Attorney General Gentner Drummond invoked his authority to seize control of the prosecution — removing the case from the elected District Attorney who had filed it. Drummond then dismissed the charge entirely, publicly stating:

“As Attorney General, I will not permit Oklahoma police officers to face criminal prosecution for conduct adhering to their training.”— Attorney General Gentner Drummond

That justification contradicts the record. The Oklahoma City Police Department’s own findings concluded that Gibson’s conduct was not in line with department policy or training.

Attorney General Drummond ran for office on an anti-corruption platform, promising integrity and transparency. Yet, in this case, he shielded a former officer from accountability and silenced the local prosecutor who sought justice for a man who could no longer speak for himself. Since that time, his true motives have been revealed, as the FOP has publicly endorsed Drummond's bid for Governor of Oklahoma. 

Political aspirations have no place in Law Enforcement, and undermine the efficacy of the institution, as well as erode public trust. If Gentner Drummond is truly committed to a platform of anti-corruption, he can prove that by removing himself as a hindrance to Gibson's prosecution and  allowing the people of Oklahoma an opportunity to seek justice for the senseless death of Lich Vu.  

Our Demand
We, the undersigned, call on Attorney General Gentner Drummond to:

Immediately return prosecutorial authority in the case of Lich Vu’s death to District Attorney Vicki Behenna, enabling her office to pursue appropriate charges based on the full evidence and outcome.
Publicly release all investigative files, body-camera footage, and internal-affairs findings relevant to the case.
Reaffirm the independence of local prosecutors by supporting legislation to limit the Attorney General’s unilateral power to seize and dismiss criminal cases involving police use of force.
This petition is not about politics — it is about accountability, transparency, and the basic human value that no badge places anyone above the law.
