The deposition of the former bishop of Albany admitted that he did not report abuse, confessed by the perp, because he was not a mandated reporter. He was concerned about protecting the sacredness of the priesthood instead of the health of children. He even admitted that, even today, he would not be required to report the abuse. This sanctimonious bishop also admitted that each diocese has 'secret' files on each priest but that he never bothered to look at them except once. Incompetence or criminal dereliction? Probably both! This deposition also reveals that the bishop had lied several times in his public statements and acknowledged that he hid incidences of abuse. Hubbard is also facing his own allegations of abuse - another case of the fox guarding the hen house just like McCarrick and others.
