We are launching this public petition with profound grief and deep indignation. We call upon students, researchers, academics, and citizens nationwide to stand with us in demanding justice for Late Ms. Jyoti , a brilliant 28-year-old PhD scholar from the Department of Microbiology, Panjab University (PU), Chandigarh.

On July 28, 2026, Jyoti tragically lost her life due to severe, preventable infrastructural negligence on the university campus.

🚨 The Core Grievance: A Gross Failure of Humanism

While the university briefly expressed grief via a standard social media post on July 30, 2026, the administration has completely ignored a scholar who dedicated over four years of her youth to research at this premier institution. She has been blanked out from the university’s main digital platforms and physical spaces.

Panjab University’s official website proudly quotes Pandit Jawaharlal Nehru’s vision:

"A university stands for humanism, for tolerance, for reason, for the adventure of ideas and for the search of truth."

Yet, the administration’s cold, indifferent, and bureaucratic approach directly contradicts this core pillar of "humanism." This absolute abandonment of empathy and accountability tarnishes the student-centric governance model envisioned by the Central Government. The university cannot be allowed to claim noble values on paper while practicing systemic indifference in reality.

💼 Grounds for Absolute Institutional Liability

Ms. Jyoti  was not merely a registration number; she was an integral part of PU’s academic excellence. Her family, residing in a vulnerable condition in Kakarla, Kanina, Mahendragarh, Haryana, is completely shattered. We submit that the university holds absolute liability based on three undeniable grounds:

Loss of Dependency and Future Career: Jyoti was a brilliant researcher in the fourth year of her doctoral program, on the verge of completion. Her family invested heavily in her education, counting on her to be their primary intellectual and financial pillar.
Strict Liability & Breach of Duty of Care: Under established principles of law, the university holds absolute/strict liability for campus safety. The presence of live, hazardous electrical points on a common student pathway constitutes a direct, fatal breach of duty.
Severe Mental Agony and Trauma: The sudden, shocking nature of her preventable death has inflicted irreparable psychological trauma upon her grieving parents.
📢 Our Immediate Demands

We demand immediate, visible rectification of these lapses from the Chancellor's office:

Exemplary Financial Compensation: Order the immediate sanction of Rs. 1 Crore (Ten Million Rupees) for the grieving family of Late Ms. Jyoti  to support them through this irreparable loss.
Compassionate Employment: Provide a separate provision or recommendation for compassionate institutional employment for an eligible family member.
Accountability for Administrative Lapse: Initiate a high-level inquiry into the administrative failure to handle this sensitive matter with the required dignity, humility, and promptness.
Institutional Sensitization: Direct the PU administration to implement strict protocols for compassionate response, mental health support, and scholar welfare to ensure no student is met with bureaucratic coldness in times of crisis.
