The Issue
On March 16th, 2025, my 29-year-old daughter, Cecilia Milbourne, was tragically taken from us in a horrific accident that shook our family to its core. As she innocently walked back to her car with her beloved dog, Gucci, a disaster struck. Octavio Girbau, a city of Los Angeles employee for over 20 years, lost control of his vehicle and brutally knocked both Cecilia and Gucci 70 feet off a cliff. This cruel accident resulted in their instant demise.
Despite the devastating nature of the accident, no charges have been filed against Octavio Girbau. Shockingly, he was not subjected to any drug or alcohol testing at the scene. This failure of protocol was justified by the claim that he "didn't look drunk or high," a negligent oversight that has left our family without answers or justice.
Adding further insult to our injury, Octavio Girbau was seen posting a selfie on social media at the scene of the crime – a heartless act that disregards the unimaginable pain and loss our family endures every day without Cecilia.
To add to this grave injustice, the blame for the accident was placed on Cecilia, as a pedestrian. This misallocation of fault further highlights a failure of the authorities to properly investigate and hold responsible those who are truly culpable.
We demand immediate action from the authorities in Los Angeles. Octavio Girbau must be held accountable for his actions on that fateful day. We call for a thorough investigation into the circumstances of the crash, and for comprehensive drug and alcohol testing protocols to be enforced in all similar incidents.
Our family cannot find peace without justice for Cecilia and Gucci.
