1. MY LEGAL RIGHTS
I am Matthew’s only legal parent and only holder of full Parental Responsibility. My name appears exclusively on both his UK and Romanian birth certificates – the section for “father” is marked UNKNOWN on all official documents. No other person has any legal right, authority, or permission to make decisions about his care, upbringing, education, or whereabouts.
2. WHAT HAPPENED – UNLAWFUL ABDUCTION
Around 2014, my son was taken unlawfully by Mr Raoul Herbin Ngapa (alias Raoul Santana). He removed Matthew from my care:
- Without my consent
- Without any court order
- In direct violation of my sole parental rights
- To use my son as a shield to avoid his own deportation
Official records confirm:
- He was arrested and imprisoned for fake EU passport and identity fraud
- He was an asylum seeker whose claim was refused – he had no right to remain in the UK
- He held no legal standing whatsoever over Matthew
Since that day over 11 years ago, Matthew has been hidden, moved repeatedly, and completely cut off from me, his family, his faith, and his true identity. I lost his passport while searching desperately for him across London – I still hold his original birth certificate and all other legal papers.
3. FAILURES OF SUPPORT & CARE
When I first asked for help, I clearly stated my urgent need to be matched with carers and professionals who understood our Jewish faith, family heritage, and cultural needs. I asked for people who would respect our traditions and my rights as a mother.
Instead, we were placed with carers who failed us completely:
- They refused to let me take Matthew for religious blessings or synagogue visits
- They allowed his hair to be cut before his first Jewish ceremony – against my wishes
- They took orders from a man with no legal rights, and ignored me completely
- They erased my name from official records, as if I did not exist
This was a serious failure of duty. I do not claim all people or all carers act this way – but my basic right to be supported, protected, and respected was ignored, leaving us vulnerable to harm.lll
4. THE PRICE I HAVE PAID
For over 11 years I have searched for my son:
- I walked the streets day and night, even while heavily pregnant with his younger brother Daniel
- I collapsed and was rushed to hospital many times from exhaustion and grief
- I travelled to Cameroon to put up posters and speak to local authorities
- I lost £7,000 total to scammers pretending to be police, social workers, and officials who promised to bring Matthew home
- I suffered abuse, stalking, and violence at the hands of the man who took my son
- My youngest son cries daily for his brother, and we celebrate every birthday and holiday broken-hearted
5. WHAT I AM DOING NOW – SECURING HIS FUTURE
I have already registered Matthew with my GP as his only legal mother. I have applied for his place at Yavneh Boys High School so everything is ready the moment he is safely returned. Any registration, school place, medical record, or arrangement made by Mr Ngapa is unlawful and invalid.
We changed our names by deed poll to honour our Jewish grandmother – my name is now Elisheva Grinberg, and my sons carry our true family name.
6. MY REQUEST
- Please recognise me as Matthew’s only legal guardian and parent
- Please investigate his whereabouts and secure his safe return immediately
- Please respect his right to his Jewish faith, his Romanian roots, and his family
- Please stop all unlawful arrangements made by someone with no legal authority
- Please ensure he is reunited with his mother and brother, where he belongs
