His retention of the child is pure illegal seizure, yet authorities have allowed this unlawful situation to continue for years despite clear evidence and law. Further delay amounts to a failure to protect a child and uphold the rights of the sole legal parent.
- Failure to meet the child’s needs: Matthew requires specialist education and therapy for his development needs. Mr Ngapa has no income, no stable home, no legal status, and no capacity to provide this care. Keeping Matthew in this environment is neglectful and harmful, while his mother Elisabeta has a safe permanent home, stable circumstances, a proven record of good care for her younger child, and full legal documentation — she is fully ready and able to provide everything Matthew needs immediately.
We reiterate: every day of delay prolongs the child’s trauma, strengthens the illegal occupation of the UK by a convicted criminal, and allows serious offences to continue unchallenged.
