This petition began in response to a pinned Facebook post by Clelia Jane Sheppard, but the truth is, the stories it has surfaced go back much further — with some accounts dating as far back as 2012. Women and girls in our community have described repeated experiences of inappropriate sexual behavior from the same individual: unwanted advances, sexual comments, intimidation, threats, and the sharing of explicit material without consent.

Why This Petition Matters:

We are deeply disturbed by a pattern: multiple women have come forward with consistent, credible stories, yet the responses they’ve received from law enforcement have often been dismissive. In many cases, they’ve been told these are "non-reportable events."

This raises serious concerns. People have served jail time for stealing beer from a corner store — yet here, we’re seeing a years-long pattern of misconduct with no meaningful accountability. That kind of disparity in justice sends a clear message: that power protects itself, and that the safety of women and girls is negotiable.

Survivors have described being touched without consent, exposed to pornography without warning or permission, cornered on sidewalks and threatened with warnings that if they tell anyone, “they’ll come to their home and take care of it,” and even having someone show up at their office and attempt to m*sturbate in front of them, he has also pressured women to take nude photographs—not artistic or tasteful like a classic painting, but explicit and graphic in nature, threatened in shared living and working spaces, and harassed for speaking up. These actions may not always leave physical marks — but they do lasting damage. They instill fear, silence victims, and fracture trust in institutions that are supposed to protect everyone equally. 

In addition to the offenses already mentioned, there have been numerous accounts of workplace harassment involving individuals ranging in age from 20 to 60+. Multiple employees have shared eerily similar experiences with this man—some even from neighboring storefronts. Common patterns include cornering employees during closing hours when he believed no manager or supervisor was present, attempting to build false camaraderie through small talk or gestures like offering coffee, and gradually trying to groom them.

Disturbingly, there are reports of him exposing his genitalia, as well as targeting vulnerable individuals.  In one case, he allegedly went through a young woman’s phone—barely of legal age—asking invasive questions about her friends and their activities. There are also troubling accounts of him inviting several women on flights under the pretense of work-related opportunities such as photography or apprenticeships, only to trap them mid-air, make vile sexual remarks, and either expose himself or pressure them into sexual acts.

More disturbingly, some incidents go far beyond inappropriate behavior. There are reports of him exposing his genitalia, intruding into young employees' personal boundaries, and crossing serious legal and ethical lines. One particularly alarming case involves someone new to the area for the season. In that situation, his behavior escalated to an extreme level—possibly involving bribery, coercion, or even extortion—well beyond the scope of mere exposure.

This pattern of behavior has left many people deeply concerned. While some have consulted attorneys or contacted law enforcement, officers have expressed frustration that they are unable to prosecute due to the lack of formal charges—despite the volume of complaints. (For context, I did press charges once when this happened to me in the Fall of 2020 when I had a photography studio on Strawberry Street and worked at Lemontree Gallery, but they were ultimately dismissed.)

What’s most pressing here is the issue of workplace harassment—though it clearly escalates beyond that. Sexual harassment and assault are difficult to prove after the fact, especially given the statute of limitations. However, this may warrant a special case review, considering the breadth and severity of what has occurred and the number of people affected.

It’s especially upsetting that workplace harassment, coercion, intimidation, and potential intent to distribute pornography are prioritized over the clear instances of sexual harassment and assault. Many of the victims—often significantly younger—have not come forward, but some of their mothers have spoken out about the emotional and psychological impact. These include depression, anxiety, fear, and a deep mistrust of others—particularly because the abuse came from someone who initially posed as a friendly and supportive business owner.

 

Frankly, the most concerning aspect of all this is how calculated and cunning this person appears to be in pushing people’s boundaries. The number of people who have reported similar encounters—or said, “I had a feeling about him”—is striking. He seems to intentionally avoid the “mama bears” but will target their “cubs,” especially when families are going through vulnerable periods. He has an uncanny ability to identify and prey on individuals who are single, isolated, or going through low self-esteem, exploiting their circumstances with manipulative precision.  

 

It might not seem like a big deal to those on the outside—but until you've actually experienced the exact words he says, the way he twists a moment, and the shocking nature of how it unfolds, the lingering trauma won’t make sense. The PTSD that follows is real. Survivors often describe being caught completely off guard—what begins as a seemingly harmless conversation suddenly turns invasive and vile. What he does is a psychological ambush, often coupled with other invasive questions, inappropriate behaviors, and subtle yet relentless boundary-pushing all of a sexual and perverted nature. Each case has a common thread, but they vary in severity—from deeply uncomfortable encounters to outright criminal acts.

 

We (all persons affected, including family members there for the fallout later on) sincerely hope that, in time, victims will feel safe and empowered to make a report or submit a statement. Even if it feels like it won’t matter—if enough people come forward, it will. There is strength in numbers, and there is power in not giving up. Please, when you’re ready, come forward.

If she is able, it would be very helpful for her to write down exactly what happened—clearly and honestly—including:

Believe me, anyone accused of a similar offense faces intense and often humiliating scrutiny from local prosecutors and is reminded repeatedly that the law applies equally to everyone—even when acting in alleged and purported self-defense.  They may be booked into jail, required to pay bail, placed on home detention, and even ordered to undergo psychological evaluations that can cost upwards of $1,200. It’s no joke—these steps are meant to deter future harm and offer victims some sense of justice. So why is it that some victims' stories are believed and acted on, while others are dismissed entirely? Often, it comes down to timing, available evidence, and the presence of witnesses. That’s why creating a detailed self-report is so important—if this happened to you, documenting what occurred in your own words could be crucial. Even if you're not ready to come forward publicly, your voice and your experience still matter, and a record can make all the difference down the line. 

Yet, for some reason, this man has avoided that same level of accountability since 2012.

No one deserves to be treated this way, especially vulnerable members of our community.   If you are underage, living with PTSD, addiction, ADHD, or other conditions that are sometimes targeted by predators, know that these can, in certain contexts, be recognized as disabilities under the law—which can make the offense even more serious. There is absolutely nothing to be ashamed of. These are just the facts, and recognizing them helps ensure accountability.

Frankly, the ongoing behavior of this man—threatening tenants, being rude, distributing inappropriate material, and intimidating residents—is far more harmful to the community than people care to admit.  This pattern of behavior erodes the safety and trust of everyone who lives there.

 What makes it even worse is that the silence often fuels the cycle, allowing the offender to believe they’re untouchable and encouraging them to continue their harmful behavior. Additionally, many of the most troubling stories may never come to light.

Why We’re Using This Platform:

We’re turning to this petition platform because it allows victims to speak up without being forced to reveal their identities. Many of those affected fear retaliation or social fallout. They deserve to be heard, protected, and believed.

Our goal is to present this petition to the Town of Cape Charles and elsewhere. Since the local police department has stated that these complaints are “non-reportable,” we are using this space to make sure the voices of survivors and allies are not ignored — and to publicly document the demand for real action and policy change.

What We Are Asking For:

╰┈➤An independent review of the allegations and the system that has failed to address them;
╰┈➤A coordinated opportunity for survivors to submit private, documented accounts;
╰┈➤A public acknowledgment from the Town of Cape Charles that these stories are real, valid, and deserving of action;
╰┈➤Steps to ensure similar behavior is not allowed to continue — including protection and support for those coming forward.

Imagine the unthinkable: a young girl walks into a “sleepover” one day and walks out with trauma no one believes because, like with so many of us, her experience is labeled a “non-reportable event.” We cannot let history repeat itself.

Let’s also be honest: most survivors can’t afford expensive legal representation. Many of the victims in this case were ignored by firms like Price Benowitz and Sokolove after an initial consultation period. That isn’t a reflection on the truth of their stories — it’s a reflection of how hard it is to pursue justice in a system built to discourage it. This should not deter anyone from stepping forward. Unfortunately, this is common in complex legal situations involving past misconduct, especially when protected by status individuals are involved.

Some of the victims — unaware that the family had relocated — have been living in a state of ongoing fear, still haunted by the threats they received warning them not to speak out. Many didn’t realize he is no longer present in the area full time. The shock of what he revealed during these intimidation tactics, combined with the sheer number of women affected over the years, has led many to believe that his actions warrant official classification as a sex offender.

 

But if enough of us speak, we shift the balance.
