I have changed the platform that I'm using for my petition because this petition has been online for three almost three years and has not even garnered 2,000 signatures yet. The new platform that I'm on is called move on and they say if you received 5,000 signatures within 30 days the White House is required to address the issue and make a statement regarding it.
So I thank you all tremendously for signing this petition but if it wouldn't be too much to ask could you go over and sign my new petition the link is linked below I might have better success with that one and if I can reach 5,000 signatures in 30 days of White House will make us statement. concerns about the use of Title IV-E funding, which is part of the Social Security Act and provides federal funds to states for foster care and adoption assistance. There have been ongoing
discussions and criticisms regarding how these funds are allocated and used, particularly in relation to the welfare of children in the foster care system.
Many advocates argue that the system prioritizes funding over the best interests of children, leading to issues such as inadequate support for families, insufficient resources for foster care, and even the potential for exploitation. Efforts to reform the system often focus on improving oversight, increasing transparency, and ensuring that funds are used effectively to support the well-being of children. The way the current policy of Title 4E Federal Funding is being used to traffic children through the Department of health and human services children have become commodities and inventory to continue bringing in the federal funds
I am the face of a foster child that was forced into an unwanted adoption when I was never abused or neglected by my biological family and stripped away from all contact with them and moved to another state so they could never locate me and was told by by adoptive parents I was abandoned and I wasn't wanted. Once the adoption was final I was shuffled off to another state away from everything and everyone I ever knew. Until my biological family hired a private investigator to locate me I had no idea where I came from or who I belonged to!! For that reason I am starting this petition in hopes that other adoptees have suffered my fate will join me and trying to put an end to this travesty of forced adoptions for financial gain.
Petition to Repeal Title IV-E Federal Funding**
To Whom It May Concern,
We, the undersigned, respectfully request the repeal of Title IV-E federal funding. This program, established in 1996 by the Clinton administration, was initially created with good intentions to support child welfare and foster care systems. However, over the years, it has become evident that the implementation of this funding has strayed from its original purpose.
Local governments, social workers, and judicial systems have exploited loopholes within the Title IV-E framework, allowing them to continue receiving funds without adhering to the necessary recommendations and requirements. This has led to a misallocation of resources and has ultimately failed to serve the best interests of the children and families it was once supposed to do.
Thank you for your attention to this important matter.
Sincerely,
Kimberly Howell

The text discusses concerns with the Child Protective Services (CPS) system, specifically:
1. Financial incentives prioritizing foster care and adoption over family reunification.
2. Disproportionate funding for foster care versus reunification services.
3. Incentivizing states to increase adoptions, potentially leading to unnecessary family separations.
4. Stigma and punishment for pregnant individuals with substance use disorders.
5. Overemphasis on punishing "bad mothers" rather than supporting families.
Reform suggestions include:
- Rebalancing funding to prioritize family reunification.
2. Increasing access to evidence-based treatment and support services.
3. Addressing stigma and punitive measures for pregnant individuals with substance use disorders.
4. Implementing harm reduction strategies. - Repealing TITLE 4E FEDERAL FUNDING and reinstate AFDC FOR POOR FAMILIES. WHY DID WE GIVING BONUSES TO SOCIAL WORKERS WHEN THEY DON'T NEED FINANCIAL ASSISTANCE AND WE'RE THROWING THE POOR PEOPLE UNDER THE BUS.
Key statistics and findings:
- The federal government spends almost 10 times more on foster care and adoption than on reunification programs.
- Three-quarters of substantiated child maltreatment cases are related to neglect, often due to poverty.
- 35% of inmates in prison have been in foster care at some point.
Proposed solutions:
- The Family First Act aims to create incentives for helping families stay together.
- Increasing funding for reunification services and support.
- Implementing policies addressing stigma and punishment for pregnant
*CPS System Issues:*
1. Financial incentives prioritize foster care/adoption over family reunification.
2. Disproportionate funding: 10x more for foster care/adoption than reunification.
3. Stigma/punishment for pregnant individuals with substance use disorders.
4. Overemphasis on punishing "bad mothers" rather than supporting families.
*Reform Suggestions:*
-
TITLE 4E Federal funding incentivize Child Protective Services (CPS) to remove children from their families unnecessarily. For instance, the Adoption Incentive Fund provides grants to states to increase their adoption numbers, which can lead to unwarranted removals ¹. This funding model prioritizes adoption over reunification, potentially harming families.
Additionally, critics argue that the foster care system receives significantly more funding than family reunification services, creating an imbalance ². In the US, the federal government spends almost 10 times more on foster care and adoption than on reunification programs
Rebalance funding for reunification services. - 2. Increase access to evidence-based treatment/support.
3. Address stigma/punishment for pregnant individuals with substance use disorders.
*Key Statistics:*
- 35% of inmates were in foster care.
2. 3/4 of maltreatment cases are neglect-related (often due to poverty). - Children are 45% more likely to be abused in foster care or out of home care than with their actual bio family or relatives
