The Issue

Animal cruelty is a heinous crime that deserves the strongest penalties under the law. Recently, a shocking incident occurred in Las Vegas involving Johan De Beer, who has allegedly committed intentional acts of animal cruelty. This deplorable behavior has no place in our society, and no excuses.

The evidence against Johan De Beer suggests a blatant disregard for the life, well-being of animals, his neighbors, and community. According to witness statements and preliminary investigations, these acts of cruelty were not only intentional but were carried out with extreme malice. De Beer was caught on a neighbor's Ring camera spraying 3 cats with Raid.  Not once, but repeatedly. Both videos were posted on facebook cat care groups and provided to KTNV Channel 13 Las Vegas. Reporter Mary Kielar stepped up and covered the story right away.

In the United States, felony charges for animal cruelty are reserved for serious offenses. Las Vegas is known for its strong animal advocacy community. We have a responsibility to uphold those values by ensuring that justice is served in cases like this. When individuals act with premeditated intent to harm defenseless creatures, it should be met with the full force of the law immediately. Reba's Law in Las Vegas was designed to protect animals and prosecute offenders to the highest extent of the law.

We urge Clark County prosecutors, District Attorney, Animal Protective Services, and Las Vegas Law Enforcement to conduct a thorough investigation and pursue felony charges against Johan De Beer based on the evidence. By doing so, we can protect animals from future harm and send a strong message that such cruelty has consequences and will not be tolerated.

I am writing to respectfully urge your office to file felony charges against suspect Johan De Beer, regarding cruel and intentional animal abuse in April 2026 at Allora Apartments, 4747 Pennwood, Las Vegas, Nevada.

 

Based on Ring camera video, and neighbors' statements, this incident demonstrates willful and malicious intent to cause suffering, which falls under Nevada’s enhanced animal cruelty laws. This incident was not an accident; spraying 3 cats with Raid repeatedly, is a deliberate act of violence. Under NRS 574.100, the willful and malicious torture, maiming, or killing of a cat or dog is a felony in Nevada.  I urge your office to pursue a Category D felony charge under NRS 574.100, rather than a misdemeanor.

 

Such actions show a disregard for life and pose a danger to the community, as research consistently links animal abuse to future violence against humans. The community expects thorough accountability for such actions. Prosecuting these crimes to the fullest extent of the law serves to protect the community and demonstrates that animal cruelty is taken seriously in Las Vegas.
