The systemic abuse, criminal misconduct, and retaliation happening at FCC Victorville must stop—now.  

Sherry Franco, HR Manager at FCC Victorville, has caused deaths among inmates and staff, destroyed lives, and perpetuated a pattern of systemic abuse under the guise of federal authority. She has falsified documents, obstructed investigations, retaliated against whistleblowers, and covered up dangerous misconduct—actions that have jeopardized the safety and lives of everyone involved.  

She refuses to stop unless stopped. This is INSANE. Her actions have led to irreparable harm, and yet, she remains in power, shielded by a system that protects misconduct instead of holding it accountable.  

The truth is this:  


    Federal employees at the Bureau of Prisons are paid the least, and fighting the institution is an uphill battle.  

    Employees are barred from contingency lawyers—meaning they must find enormous sums of money, often hundreds of thousands of dollars, just to fight for justice, especially when they’ve been removed or are unable to work due to injuries or retaliation.  

    Going through EEOC or Merit Board processes is often useless because these bodies typically side with the agency—true justice only happens in federal court, where transparency and public exposure promote fairness.


I was simply doing my job with integrity—investigating misconduct at FCC Victorville—when I was retaliated against, pushed out, and left permanently disabled. My career and family’s financial stability have been shattered by Franco’s deceitful actions.  

This is not just a personnel issue; it’s criminal activity.

I was just doing my job with integrity when the unimaginable happened at FCC Victorville. Selected to investigate misconduct within the facility, I approached the task ethically and lawfully. What followed was a series of retaliations, orchestrated under the guidance of HR Manager Sherry Franco, which left me permanently disabled and my career in ruins.

Franco's actions are not isolated incidents of mismanagement; they are part of a pattern of systemic abuse and criminal misconduct thriving under the guise of federal authority. She falsified documents that not only discredited my professional standing but also destroyed my family's financial stability. Before these events, I maintained two full-time jobs, providing comfortably for my family. Now, because of Franco's deceitful actions, we are mired in debt with little hope for the future.

The magnitude of the criminal activities concealed at FCC Victorville goes beyond personal vendetta. They represent a violation of ethical and legal standards expected within federal institutions. Despite clear evidence against Franco, her dangerous activities persist unchallenged, threatening the integrity and safety of everyone associated with the facility.

This petition calls for urgent federal intervention to investigate the leadership at FCC Victorville. By bringing Franco and her accomplices to justice, we can prevent further injustices and restore the dignity of federal service.

I know this firsthand: I was selected to investigate misconduct within the facility. When I fulfilled that duty ethically and lawfully, I became a target. I was retaliated against, pushed out, and subjected to sustained workplace harassment—not for breaking rules, but for following them.

Sherry Franco has:

 • Falsified federal records and employee documentation,

 • Obstructed tort claim investigations,

 • Retaliated against whistleblowers,

 • Actively covered up misconduct that endangers both staff and inmates.

These are serious federal violations, not just internal issues. They harm not only employees and inmates, but the broader public we are sworn to protect.

Before Franco’s arrival, FCC Victorville was working to improve workplace morale, retain quality staff, and foster a culture of collaboration. I led the creation of a shift schedule in the medical department that gave employees a life outside of work—boosting morale and retention across the board. Leadership committed to expanding it facility-wide. That progress has since been reversed.

Since Franco assumed her role:

 • Integrity is punished.

 • Staff safety has declined.

 • Retaliation has become normalized.

 • Collaboration has been replaced by coercion.

Those of us who entered public service to protect and rehabilitate now face impossible choices: stay silent, or suffer retaliation for doing the right thing. Agencies have long known about misconduct at Victorville—and at other institutions like FCI Dublin—yet those responsible remain in power.

We need immediate action:
