Demand Congress reopen justice for Boy Scouts abuse survivors
The Issue
To members of the United States Congress.
We, the undersigned call on you to introduce and pass federal legislation that allows survivors of sexual abuse, and the Boy Scouts of America(BSA) to file new or supplemental claims against the BSA settlement trust- regardless of when the abuse occurred or the laws in their state.
Over 82,000 survivors courageously came forward during the BSA bankruptcy proceedings. Many were time barred by outdated state statute of limitations laws. As a result, even those who “won” in court have received only 0 to 1.5% of what was legally approved. Meanwhile, the trust has spent nearly $300 million on administrative and legal costs. Local scout councils, churches, Civic sponsors, and 90+ insurance companies have contributed nothing.
To make matters worse:
-The Boy Scouts have rebranded under a new name and still hold their congressional charter.
-Thousands of survivors are locked out of justice simply because their case is closed before key statute of limitations reforms past.
-Victims have been re-traumatized by a system that promised healing and delivered bureaucracy delay and denial.
Congress has the authority and the moral obligation to fix this.
We urge you to:
1 Pass Federal legislation creating a new window for abuse survivors to file or reopen claims with the BSA settlement trust.
2: Investigate the distribution of trust funds and the failure of responsible third parties to contribute.
3: hold the Boy Scouts and sponsors fully accountable for decades of systemic abuse.
4. Require the Boy Scouts of America to issue a formal public apology to all survivors of sexual abuse as part of any new settlement process or agreement.
The justice system has failed us once. Don’t let it fail us again.
