The Issue

The vibrant city of New Orleans, renowned for its rich culture and diversity, is facing a housing crisis that threatens the very essence of what makes this city unique. With rising rents and an increasing number of residents unable to secure safe and affordable housing, it is crucial that we address this urgent issue. Currently, New Orleans' affordable housing crisis affects thousands of families, including working-class families, seniors, and vulnerable individuals.

For nearly two decades, the Greater New Orleans Housing Alliance (GNOHA) has been the city’s trusted voice in the fight for affordable housing. The Alliance has worked with community, nonprofit, business and public officials to advance housing affordability. One of the latest examples of their great advocacy was the 2024 charter amendment passed by over 75 percent of voters establishing a Housing Trust Fund (HTF) dedicated to affordable housing projects. The voters approved 2 percent of the city’s annual budget to be directed to the fund starting in 2026.

The Affordable Housing Trust Fund is a vital component in tackling this crisis. However, it remains underfunded and unable to meet the growing demands. By allocating just 2% of the 2026 New Orleans city budget to the Affordable Housing Trust Fund, we can make significant strides in providing solutions to the housing challenges faced by our community. This allocation could finance the construction of new affordable housing units, help in the preservation of existing homes, and provide needed financial assistance to residents struggling to keep a roof over their heads.

Statistics show that in New Orleans, rent prices have surged by over 30% in the past five years, outpacing income growth and leading to increased homelessness and housing insecurity. Studies suggest that investing in affordable housing not only benefits residents but also stimulates local economies and reduces taxpayer burdens through decreased reliance on emergency services.

We urge the New Orleans City Council to prioritize housing security by dedicating 2% of the 2026 budget to the Affordable Housing Trust Fund.
