Demand California to Retain All Collected Federal Tax Dollars

The Issue

Currently, California, as a state in the US, collects and forwards significant amounts of federal tax dollars to the federal government. The Rockefeller Institute of Government analyzes the Balance of Payments for each state, showing that in 2022 California paid over $692 billion into the federal government, while receiving $609 billion of federal funding; resulting in Californians paying $83 billion more into the federal government than it received in return - the highest of any state in the Union.

The current president has frozen funds to be paid that were approved by Congress. He has also attempted to withdraw federal funding for DEI programs, as well as requiring colleges and universities to eliminate diversity initiatives in order to qualify for federal funds. The president has also proposed to attach conditions to natural disaster relief funds for California. Those funds come from California tax payers to begin with, and are being leveraged in an attempt to force the most populous state in the Union to capitulate to unconstitutional executive orders.

This petition requests that Governor Newsom take the necessary actions to indefinitely withhold payment of California collected federal tax dollars from the federal government; use those funds within the state of California to bridge federally cut programs such as National Park Service and Forestry Service employees; and not resume payments until such time that the Executive branch of the federal government has proven that they are in complete compliance with the Constitution of the United States, to the satisfaction of the California populous; and that at such time, funds will be withheld each year until an audit certified by the California State Attorney General, which shows that Executive branch behavior has clearly met requirements approved by the voters of California.
