Demand Budget Cuts & a Phased-In Revaluation to Reduce Tax Impact!

The Issue

Why This Petition Matters
Bloomfield residents are facing a 7.14% tax hike, coupled with a $6.37 million budget increase (+5.78%) and $1.3 million in new salary and benefits costs. This will significantly impact homeowners, especially following the 2024 property revaluation.

The Public Hearing is scheduled for Monday, March 14. After that, the Town Council will enter deliberations, meaning this is our last chance to have a say. We must act now to demand transparency and reasonable tax relief measures.

What We’re Asking For
We, the residents of Bloomfield, demand:

✔ Postpone the Public Hearing & Schedule a Public Meeting – Due to the lack of transparency, the salary classification and payment plan by department have not been provided to the Council or the public. We request that the hearing be moved until full details are shared and a public meeting is held to explain the driving factors behind the major salary increases.

✔ Cut Excessive Administrative Spending – The budget includes a $1.3M increase in salaries and benefits, with major hikes in Finance, IT, and HR. These costs must be re-evaluated to reduce unnecessary spending.

✔ Phase in the Property Revaluation – Instead of implementing the full tax increase at once, Bloomfield should follow Windsor’s lead and phase in the revaluation to minimize the impact on residents.

What is a Property Revaluation Phase-In and Why Does It Matter?
A phase-in allows the town to gradually implement property assessment increases over several years instead of taxing homeowners at the full revaluation amount immediately. This approach softens the financial burden on residents and gives them time to adjust.

Example: If your home’s assessed value increased by $50,000, instead of taxing you on the full increase in one year, the town could spread it out over five years like this:
• Year 1: Taxed on 20% of the increase
• Year 2: Taxed on 40% of the increase
• Year 3: Taxed on 60% of the increase
• Year 4: Taxed on 80% of the increase
• Year 5: Fully taxed on the new assessment

This gradual increase helps homeowners avoid sudden tax spikes and better manage their financial planning. Windsor implemented a phase-in last year—Bloomfield should do the same to ease the impact on taxpayers.
