Demand Bay Learning Trust's transparency on Ashton Block at Ripley St Thomas CE Academy
The Issue

The presence of asbestos in buildings poses a significant threat to health and safety, and rigorous measures must be implemented to address this hazard. The Ashton Block requires urgent attention to protect students, staff, and the wider community.
In the UK in 2026, you are more likely to die from asbestos exposure than you are in a road traffic accident. Children are at increased risk due to their developing biology and faster breathing rate.
Asbestos, when disturbed, releases fibres that can cause severe lung diseases such as asbestosis, lung cancer, and mesothelioma. It is imperative that the Bay Learning Trust acts swiftly and transparently to ensure that the environment is safe for occupancy, rebuild community trust, and hold all parties accountable for safety measures.
To address these critical safety and compliance concerns, we demand that the Bay Learning Trust take the following actions without delay:
1. Immediate Re-Inspection & Statement of Cleanliness:
Allow Lancashire County Scientific Services (LCSS) to conduct an immediate, thorough, and detailed inspection of the Ashton Block to assess any risks associated with asbestos exposure, and secure a legally binding, independent statement of cleanliness before any re-occupation of the building is permitted.
2. Independent Inquiry:
Commission an independent inquiry into the causes of repeated violations of the asbestos management plan by the Trust between August and November 2025, and the resultant asbestos exposure to staff and students.
3. Public Transparency & Accountability:
Hold an open, public forum to answer questions directly from parents, staff, and the local MP.
4. Disclosure of Tendering Processes:
Disclose the full tendering process and documentation for AA Solutions, APEC Environmental, and A&L Consultants from 2025 to enable a complete review of procurement practices for any future asbestos-related projects.
5. Re-appointment of LCSS:
Re-appoint Lancashire County Scientific Services to carry out all future asbestos testing and quality assurance work for the Trust.
Furthermore, we call for the immediate release of all documents related to asbestos removal preparation, execution, subsequent remedial actions, and communications pertaining to works in the Ashton Block. Providing access to this information and fulfilling these demands will allow for public scrutiny and ensure all stakeholders—including parents, students, and staff—can have genuine confidence in the safety and integrity of their environment.
This is not only a legal obligation but a moral imperative to ensure the safety and wellbeing of all who use these facilities at this Church of England school.
