Demand an Independent Investigation Into the CNY SPCA Now

The Issue

Animals arrive at the Central New York SPCA frightened, vulnerable, and completely dependent on human care. They cannot speak when something is wrong. They rely on staff, volunteers, and the public to be their voice.

That is why the recent walkout by staff and volunteers should alarm everyone in our community.

Former and current employees of the CNY SPCA have come forward alleging unsafe conditions, neglect, and decisions that they believe placed animals at risk. Some say that when they raised concerns, they were ignored, disciplined, or fired. One former manager said staying silent would have made them “part of the problem.” These are not outsiders or critics. These are the people who were inside the shelter every day, caring for animals hands-on.

SPCA leadership has denied claims of neglect but acknowledged staffing shortages. With such serious and conflicting accounts, trust has been shaken. When there is this much smoke, the community deserves to know whether there is fire.

Animals suffer most when problems are hidden or minimized. If conditions inside the shelter are unsafe, every day without action puts more animals at risk. If conditions are being misrepresented, staff and volunteers have been unfairly silenced. Either way, doing nothing is not acceptable.

We are urgently calling for an independent, third-party investigation into animal care practices, staffing levels, and board oversight at the Central New York SPCA. This investigation must be conducted by neutral professionals with no ties to the organization’s leadership and its findings must be made public.

We urge the CNY SPCA Board of Directors, including Board President Monica Williams, and the New York State Department of Agriculture and Markets to act immediately. An independent investigation is the fastest and fairest way to protect animals, restore trust, and ensure accountability.

This petition is not about attacking one person or tearing down an institution. It is about making sure animals are safe right now. Silence and delay help no one, least of all the animals who cannot speak for themselves.
