Danville Utilities is a municipally owned utility system operated by professional staff and governed by the Danville City Council with advice from the Danville Utility Commission. Utility rates are not adjusted arbitrarily. They are informed by detailed financial and operational reviews that examine the cost of providing service, maintaining infrastructure, complying with regulatory requirements, and ensuring long‑term system reliability. These reviews are conducted every two years using established industry practices and are subject to staff oversight, Utility Commission review and recommendation, and City Council adoption. Our utilities are operating efficiently, and the FY 2027 budget reflects careful cost control. It is possible to consider cuts to the utility funds to reduce the need for rate adjustments, but it comes with trade-offs. • The City could defer maintenance and replacement of infrastructure. This would lead to more outages, emergency repairs, and likely larger future rate increases when the poorly maintained infrastructure needs to be replaced. • The City could reduce staffing or service levels. However, this would increase the time to restore outages, increase contracted service costs, and undermine one of Danville’s key advantages of a quick local response to issues. We are balancing the desire for reliability and the pressure to keep our rates competitive. Through our most recent rate study, the recommendation to increase was developed to avoid the negative impact to quality and cost of service described in the bullets above. The rate adjustments are needed due to rising operating costs, capital investment needs, and the responsibility to maintain safe, reliable utility services for all customers. • Governmental Accounting Standards Board (GASB) rules require utility rates to be adequate to cover the cost of providing service, and consistently falling short of that standard can raise concerns with auditors and credit rating agencies. • The impact of proposed rate adjustments is relatively small for most households. For a typical home that receives electric, gas, water, and sewer service, the average increase is about $10–$11 per month. Actual bills depend on how much energy and water a household uses. • Seasonal usage matters more than rates. When a customer gets a higher bill—especially in summer and winter—costs are driven by increased electric usage, not rate changes. Hot summers mean more air‑conditioning; cold winters mean more heating. Homes that use more power during these seasons will see higher bills regardless of rates. We offer an equal pay plan that customers can sign up for that will smooth out the monthly cost and provide more certainty about their utility bills from month-to-month. • For most Danville households, utility rates are still lower than in most nearby places. Electric rates are around the state average, while gas, water, and sewer rates are below average. • The additional revenue protects reliability. The adjustment provides about $6.2 million per year to maintain aging infrastructure, reduce outages, and restore service faster when problems occur. • Regular and modest rate adjustments help avoid bigger increases later. Keeping up with maintenance now prevents more costly repairs and larger rate increases in the future. • Support is available for customers who need help. The City has invested in customer outreach and energy‑efficiency programs to help residents—especially those in older homes—manage usage and reduce bills. The rates should cover the cost of service. Prior to Danville receiving any funds from a casino, the City formed a citizen-led group to ask the community how to best invest revenue from the casino. That group created the Investing in Danville report, which makes it clear that casino revenue should not be used to permanently fund core City services. It allows only limited, strategic use of casino funds to stabilize operations and instead prioritizes one‑time, time‑limited investments that can drive major change in the community and protect long‑term local financial stability.
