Demand Adequate Care and Independent Animal Welfare Investigation at Emperor Valley Zoo

The Issue

As concerned citizens of Trinidad and Tobago, we are deeply distressed by the conflicting reports surrounding the recent passing of Kangaroo Jack at Emperor Valley Zoo. It is alleged that he suffered significant deterioration, whilst fabricated stories were tossed to mask his untimely death in May 2024.

Concerns of inadequate care and the lack of transparency around his health have raised alarming questions. Only after public concern was voiced through the persistence of Newsday's reporter, Narissa Fraser, did the zoo issue a statement surrounding his ill-health and eventual demise. Why was Kangaroo Jack allowed to deteriorate to such a tragic state when he was reported to be in ‘fair health’ in March 2024?

We cannot, in good conscience, allow for the expansion of a facility that might not be providing the warranted treatment and living conditions for its resident animals. Every animal deserves an environment that supports their well-being, yet it appears this basic right may be significantly compromised at Emperor Valley Zoo. 

We, therefore, call on the relevant authorities to halt the planned expansion of the zoo's entertainment facilities until an independent investigation is conducted. This investigation is essential to ensure that the zoo is meeting its obligations under Trinidad and Tobago’s Animals (Diseases and Importation) (Amendment) Act, 2020 to establish standards for animal welfare. This act took effect on 01st day of June 2021.

It is critical that animals receive the proper care, including adequate food, clean water, appropriate shelter, and humane treatment, as required by law.

We demand that Trinidad and Tobago Police Service (TTPS) and other relevant authorities take urgent action to investigate the Emperor Valley Zoo and ensure that the animal welfare laws are enforced in full if non-compliant.

Animals who are not receiving proper care and may be in ill-health should be rehabilitated or transferred back to a compassionate Sanctuary where they can receive the care they need.

Animal abuse and cruelty are alarmingly prevalent in Trinidad and Tobago, as existing laws remain under-enforced. TTPS at most times are  not fully committed to enforcing laws that protect animals from cruelty, as outlined in the Summary Offences Act and the Animal (Diseases and Importation) Amendment Act, 2020. As a result, animals like Jack suffer.

This is continuously evident in abuse of strays, mass poisoning at Caroni Sanctuary and at times, domestic animals where TTPS ignore and dismiss reports.

Expanding entertainment facilities while neglecting to address the zoo’s serious animal welfare issues only prioritises profit over the well-being of animals. We believe all animals deserve better care, and by addressing these concerns, we can reflect a nation that values life, compassion, and justice.
