Demand Action on Problem Garages on Cecil Rd in Armley
The Issue
Living in Armley around Cecil Rd, Leeds, has become increasingly challenging for residents due to the several unlicensed garages at Nizam Units, Cecil Road, LS12 2AX. These garages are notorious for their anti-social working practices and disregard for community well-being. They frequently park crashed cars and vehicles awaiting repair along the public streets, severely affecting the health and safety of our neighbourhood access for emergency vehicles and bin wagons, the overall amenity, and the daily lives of residents.
There are multiple properties on Salisburys (HMOs) with 4/5 separate lets. Each having a vehicle or two associated. There are two AirBNBs on the Salisburys with increased parking. There is planning permission for Armley Park Court for 38 apartments which are 1-3 beds. Whilst there are some parking spaces the area is already choked up with parking problems such as these. These parking issues affect the ability of pedestrians crossing roads, for parents with pushchairs taking children to the local primary school which is adjacent to the Nizam Site. They essentially have to walk through a car scrapyard.
Children in the community for decades have played on Cecil Road. Now it’s unsafe owing to this increase in dangerous or illegal vehicles parked by businesses that shouldn’t even be operating.
Efforts from local councillors, environment health teams, policing teams, highways dept and concerned citizens to address these issues have been persistently ignored by the garage owners and the landlord . Their continuous refusal to cooperate with the community exacerbates the situation, leaving us with limited parking spaces, increased noise, unsafe streets and potential hazards on our roads. This situation cannot continue unchecked.
Leeds City Council has a responsibility to its residents to ensure that all businesses operate within the law and do not adversely impact the community. The unlicensed and unsupervised activities of these garages are not only unlawful but also demonstrate a blatant disregard for the community they are part of.
The Council must take immediate and decisive action to regulate these garages and enforce compliance with local planning and safety regulations. It is imperative that they engage their planning and enforcement teams to intervene and halt these disruptive practices. This includes ensuring that all vehicles are parked legally and that the garages operate only within authorized premises.
This petition seeks to compel Leeds City Council to take serious and swift action against the Nizam Units' garages. By holding these businesses accountable and enforcing necessary regulations, the quality of life for Armley residents can substantially improve.
