On September 28th, 2023 at approximately 9:15 AM, I had a heart-wrenching encounter while driving down Mason Creek Rd in Norfolk. After dropping off my son and on my way to drop off my daughter before heading to work, I spotted a skinny, fragile tan dog right in the middle of the road. This sight shook me to the core and compelled me to take immediate action.

Filled with concern for this innocent creature's well-being, I promptly contacted animal control services. To my dismay, they claimed that no such call was ever made from my number. Feeling helpless and desperate for assistance, I reached out to local animal shelters who responded promptly with their rescuers.

What they discovered was truly devastating - a mother dog living in deplorable conditions alongside her small puppies who were also suffering immensely. However, due to legal limitations, these animals could not be civilly removed from their abusive environment. Despite numerous pleas for help from concerned citizens like myself and the involvement of dedicated rescuers from animal shelters, the situation remains unchanged.

This issue is not just about one incident; it represents a larger problem of neglect and abuse towards animals within our community. Animals deserve our care and protection as sentient beings who rely on us humans for their well-being.
