Grand Jury Indictments

I just want to encourage everyone to be paying close attention to the media over the next weeks. GCADC officers Charles , Kee , and Rudy Garcia face Grand Jury indictments for the sexual assault and violation of the civil rights of a GCADC inmate, charged on July 10, 2026. Note: Isaiah Charles was already a named and served defendant in my federal civil rights case PRIOR TO the recent July 10 charges. How the GCADC administration allowed an officer who was actively defending himself against civil rights violations in federal court remain in a position to commit further civil rights violations is extremely alarming. It evinces a severe failure on the part of the two GCADC administrators Robert Hernandez and Greg Martin. Guadalupe County Sheriff Joshua Ray is actively insulating his two administrators when he should have fired them. Ray tells the public “Zero tolerance. No cover.” But his actual factual policy is the complete opposite, one of extreme cover, if it is his own that is. The three indictments are coming soon and when they are indicted the media is going to pick this story back up. This is significant because the Guadalupe County government is well aware of this soon to come media coverage. This is a crucial window of time to contact the Guadalupe County Commissioners and Guadalupe County Sheriff Joshua Ray and demand that they hold the two administrators accountable for disregarding prior notice of sexual harassment committed by Cpl Rudy Garcia. The two administrators could have prevented the recent sexual assault charges if they would have done their jobs! They chose to protect their own, to insulate Rudy Garcia and Isaiah Charles, they ratified their misconduct and it allowed the officers to escalate their behavior to sexual assault charges! Citizens, please consider the fact that this horrific failure on the part of the two GCADC administrators undoubtedly produced these recent disgusting charges of sexual assault of an inmate by officers. Sheriff Ray is adept at telling the public that he is going to hold those officers accountable- if Sheriff Ray meant what he stated publicly then he would have fired Jail Administrator Robert Hernandez and Assistant Administrator Greg Martin already. Please contact Sheriff Ray and ask him why he is protecting his two administrators. Please contact the Guadalupe County Commissioners and demand an explanation as to why the two administrators disregarded prior notice of sexual harassment and demand an explanation as to why Sheriff Joshua Ray has failed to hold his two administrators accountable! Stand up for those who cannot stand up for themselves. This is a horrific failure by Sheriff Ray and the Commissioners of Guadalupe County!
