Open Letter To The Churches In Guadalupe County and Seguin Texas

Greetings in the Name of the Lord Jesus Christ, I am writing to you all in an attempt to bring awareness to critical local issues that I am of the firm opinion have been disregarded by or glossed over by the citizens and especially by the local government. 1. September 25 marks the one year anniversary of a Seguin Police Department officer slamming a child to the ground and causing the child a concussion. The minor child was riding his electric bike and allegedly didn’t come to a complete stop at a stop sign. Any rational adult knows that you do not slam a child to the ground over a very minor traffic violation. Everyone knows this but Chief Jason Brady of Seguin Police Department. Chief Brady did not fire this officer for harming a child over a minor traffic violation. Chief Brady did the opposite- he defended the officers actions and essentially told the public that the officer used textbook police technique and was within his legal rights. Common sense tells you that this is false. What Chief Brady was actually doing was protecting the city from civil liability because if he admitted that the officer was in the wrong then the city faced liability. Chief Brady failed to fire the officer or discipline him. This empowered and emboldened the officer who then went on to commit another act of excessive force. This time thankfully the victim was an adult. This subsequent incident caused Chief Brady to fire the officer. Not the first when the officer slammed a child to the ground and caused the child a concussion. It is alarming that the citizens of Seguin did not stand up for this child who was attacked by an officer while riding his bike. 2. July 10, 2026 Guadalupe County Adult Detention Center officers Kee, Isaiah Charles and Cpl Rudy Garcia were charged with sexual assault of an inmate and violating the civil rights of an inmate. This is horrific. Strikingly, Isaiah Charles was already a named and served defendant in my federal civil rights case prior to the recent July 10, 2026 charges. Case number SA-24-CV-01201-JKP. It is extremely alarming that the GCADC administrators, Robert Hernandez and Greg Martin, allowed an officer who was actively defending himself against civil rights violations in federal court to be placed in a position where he could be charged criminally for violating the civil rights of another inmate. This is a complete failure on the part of the two administrators. More striking is that two years prior to the recent charges of sexual assault of an inmate, while a pretrial detainee in the GCADC, I witnessed Cpl Rudy Garcia act inappropriately towards his young female subordinate officer. I reported the sexual harassment to the administration. My eyewitness account was substantiated by video. I inundated the administration with documented tablet messages wherein I routinely referred to the corporal as GARCIA THE GROPER. The administration chose to protect their own and not the young female officer I saw him sexually harass or future inmates. GCADC administration chose to not discipline Garcia and they ratified his misconduct and undeniably caused the escalation of his behavior to the recent charges of sexual assault on July 10, 2026. These horrific charges of sexual assault could have been prevented. Guadalupe County Sheriff Joshua Ray is well aware of this prior notice given to his two administrators. Sheriff Ray is actively protecting his administration while simultaneously telling the public: “Zero tolerance. No cover.” But his actual, factual policy is one of the complete opposite- one of extreme cover. Why? To protect the county from civil liability and this to the detriment of the safety of our citizens. I want to point out something to the Church. If you look at the population of the jail in Seguin, now or at any time in the past, you will see that almost all the inmates are: Poor Uneducated Mentally ill Those with alcohol or substance abuse issues which for over a hundred years in this nation has been classified as a disease. In short, the weakest of society, the most vulnerable, these are who law enforcement prey upon and profit off of in this local community. And it also makes the recent charges against the three officers that much more horrific. The most vulnerable of citizens are those who get preyed upon right here in this community. Children getting physically injured by law enforcement while riding a bike. Inmate being sexually assaulted by officers and there is a very good chance that the victim falls under one of the vulnerable status before mentioned. Yet it seems that the community is not alarmed. I encourage the Church to contact the Guadalupe County Commissioners , Sheriff Ray, and Chief Jason Brady and demand real answers. Ask Chief Brady if the only reason he didn’t fire or discipline the officer who assaulted a child was to prevent civil liability. Ask Sheriff Ray if his two jail administrators ignored prior notice of inappropriate behavior by officer Rudy Garcia. Ask Sheriff Ray if Isaiah Charles was already a served defendant in a federal civil rights case prior to the recent sexual assault charges.
