

Demand Accountability at Diepsloot East: Local Jobs, Fair Wages & a Responsive CLO
The Issue
We, the residents and workers of Diepsloot, particularly from Wards 95, 96, 112 and 113, are calling for urgent accountability regarding the Diepsloot East Tanganani construction project being undertaken by Value Max and Tri Star.
We support development and infrastructure investment in our community. However, development must benefit the people who live here, employ local people fairly, create opportunities for local businesses and respect the rights of workers.
Community members have raised serious concerns regarding the performance of the appointed Community Liaison Officer, Ms Mathapelo Angel. Concerns include inadequate engagement with residents, insufficient communication about employment opportunities, failure to adequately address community grievances, and concerns that local businesses and service providers are not being sufficiently promoted.
There are also allegations that some labourers working on the project may be receiving wages below the applicable legal or industry rates. We are therefore calling for the relevant authorities to investigate employment contracts, payslips, hours worked, overtime, deductions and applicable wage rates.
We are demanding:
• A formal and impartial investigation into the performance of the CLO.
• Transparent recruitment of local workers from Diepsloot.
• Fair access to employment opportunities for residents of Wards 95, 96, 112 and 113.
• Greater participation of local SMMEs, contractors and service providers.
• Transparency regarding subcontracting and procurement.
• An independent investigation into the allegations of worker underpayment.
• Payment of any outstanding wages found to be legally due.
• Regular and meaningful community meetings with project management.
• Replacement of the CLO if an investigation establishes that she is failing to perform her responsibilities.
This petition is not against development. It is a call for development with accountability, transparency, dignity and genuine community participation.
