The Issue

Across the U.S., Big Tech is racing to build massive data centers—facilities that consume huge amounts of water and electricity while creating very few local jobs. Now, these projects are spreading into Kentucky, often targeting low-regulation areas without clear zoning or public input.

We’re calling on the Kentucky General Assembly and Governor Andy Beshear to implement a statewide moratorium on new data center approvals and construction until clear, enforceable standards are in place.

Data centers may seem invisible, but their impact is not. These industrial-scale operations use more water than some cities, demand huge amounts of electricity, and often qualify for millions in tax breaks—while employing as few as 30 people per facility. That means Kentuckians are footing the infrastructure bill without seeing the benefit.

We’ve seen how this plays out in other states: communities blindsided by noise, energy strain, and water usage… all while losing valuable land that could have supported housing, schools, or real economic development.

This moratorium would give the state time to:

  • Study long-term environmental and energy impacts
  • Develop zoning and building standards for future projects
  • Evaluate whether taxpayer-funded incentives are justified

We are not anti-technology. But Kentuckians deserve transparency, environmental safeguards, and a real say in what’s built in our backyards.
