Florida Fish and Wildlife Conservation Commission (FWC)
St. Johns River Water Management District (SJRWMD)
Florida Department of Environmental Protection (FDEP)
Governor of Florida

Petition Summary & Background:
Lake Apopka, one of Florida’s largest lakes, has suffered decades of environmental degradation due to pollution, habitat destruction, and inadequate water management policies. Despite ongoing restoration efforts, the lake remains in a fragile state, and the absence of a cohesive, stakeholder-driven management plan hinders its full recovery and sustainable use.

The Public Trust Doctrine establishes that Florida’s waters are held in trust for the benefit of the public, ensuring access, conservation, and sustainable management for recreation, fishing, navigation, and ecological health. We, the undersigned, call on Florida’s state agencies to uphold this doctrine and develop a comprehensive, science-based management plan for Lake Apopka that balances restoration, recreation, and economic opportunities while protecting the lake’s ecological integrity.

We Demand:
A Unified Management Plan – A formalized, interagency plan that aligns with the Public Trust Doctrine, ensuring Lake Apopka is restored and managed for the benefit of all Floridians.
Public Participation & Transparency – A stakeholder advisory board including anglers, boaters, conservationists, scientists, and local businesses to ensure balanced representation in management decisions.
Improved Water Quality Measures – Strengthening enforcement of pollution controls, nutrient reduction strategies, and habitat restoration programs.
Sustainable Public Access & Recreation – Development of policies that support responsible fishing, boating, and other recreational activities while maintaining environmental protection.
Ongoing Scientific Monitoring & Adaptive Management – Regular, transparent reporting on the lake’s health with adaptive strategies to address emerging environmental challenges.

Why This Matters:
Ecological Restoration: The lake remains a crucial habitat for wildlife, including migratory birds and native fish species.
Recreational & Economic Value: Boating, fishing, and ecotourism contribute to local economies and quality of life.
Public Right to Access & Enjoyment: As a public waterbody, Lake Apopka should be managed in a way that benefits all Floridians, not just select interest groups.
