Ease in E Challans until Financial Stability is Restored.
The Issue
OVERSPEEDING KILLS!
But Today, The citizens of India, especially in the Capital City of Delhi are facing the biggest brunt while being forced to pay an exorbitant amount of fine for driving even in 60 -70 kmph range.
THE HUGE FINES ARE SLOWLY KILLING THE REGULAR TAXPAYING CITIZENS!
Yes there can be slight human error of over speeding while driving, which is a natural instinct, but deliberately issuing challan for every slight Error is straightforward cruel, inhuman and unconstitutional.
E Challans are being issued to almost everyone for regular driving on Delhi Roads.

The Issue or concern is not about paying the challans the concern is Financial Situation of many during Covid19 crises. This Petition is being created to request the concerned Authorities to Ease of Challans atleast until the financial stability of the Citizens are restored.
This Petition also addresses some common issues and concerns which have been long due to be addressed by the citizens themselves.
Following are the Requests and Pleas in regard to this Petition : -
1. Extension of Payment Duration : Currently the Payment duration is 60 days, post which the challan becomes a court order. Its requested the payment duration to be increased at-least till 6 months from the date of issue, so that there is adequate time to pay the challan amount without visiting the court.
2. Confusing Speed Limit Measures Throughout Delhi : It is being noticed and experienced that whole of Delhi is being divided into multiple speed zones which creates a major confusion while driving. Also the constant change in the Speed Limit causes difficulty in driving due to varied speed of other vehicles on road and our own vehicle. Challans are mostly issued at areas where there is a sudden change of Speed limit from a higher range to an extremely lower limit, most times due to focus on driving these ranges are missed out leading to a challan which was uncalled for.
3. Strategic Placement of Cameras : It s also noticed that Cameras are placed exactly at such locations where Speeding will dither in respect to common driving fashion as followed by almost all Indians. There are cameras placed right in the middle of a stretch which issues challan when the vehicle is cruising adjusting to the speed limit. There are cameras placed right at the end of a flyover where the natural descend will increase the speed of the vehicle as understood in basic principles of physics. These positions may not be changed as it serves a bigger interest but the range of these cameras can be slightly increased which do not confront vehicles with a slight increase over speed limit. For Example if the Limit is 50 kmph, a Challan should not be issued at-least in 10-15 kmph range.
4. Overall Speed Limit to be increased to 70 kmph : As a standard norm the Standard Speed Limit of the capital city should be set at 70 kmph, Although the Highways bordering the city provides a limit of 70 kmph, certain challans have been issued even under the permissible speed limit. If the Challan Limit is set to 70 kmph all over the city, it will ease the confusion pertaining to varied speed limits. Yes the Speed Limit can be altered at special zones for example School zones or Embassies, Govt offices, VIP zones, Markets etc. But at least the main roads could be stress free from curbing Speed Limit.
5. Corruption in the System : Its sad to say, but the honest truth is, only the regular tax payers are made to pay and follow the rules. Its being noticed thats several govt vehicles, apart from emergency Vehicles like Police, Ambulance etc drive at higher speeds and at times break basic rules of driving.
There have been instances where Challans were issued to normal vehicles but Govt tagged vehicles were allowed to go free. i would like to ask why the indifference? Aren't the Govt Vehicles, their drivers, owners etc are the rightful servants of the public?and shouldn't they be dealt harshly and severely than the regular taxpaying citizens? or simply shouldn't all be just treated equally? It is a kind request to please look into the matter and do the required needful.

1. Its also being brought to notice that the Road infrastructure and Traffic signals are not working properly in many areas leading to discomfort, confusion and chaos while driving.
This is not just a petition by One person or a concern of One individual, Many like me, are suffering and forced to pay up huge amounts in this financial crises situation. Please! its a kind request to help the citizens in need and ease of at least these fines which are rendering us further helpless.
Moreover WE PLEDGE THAT WE WILL IN THE BEST OF OUR ABILITY WILL FOLLOW AND OBEY ALL TRAFFIC RULES & REGULATIONS IN THE BEST OF EVERYONE'S INTEREST.
