CENTRALIZED PROMOTION IN GOVT AIDED SCHOOL OF DELHI
The Issue
That it is against the law of natural justice that a teacher get promoted to the post of Principal at the age of 35 or 36 years in a govt aided school while in some other school one may retired on the same post to which he joined.
That any teacher who has been declared surplus transferred from one government aided school to some other government aided school and consequently he/she looses his/her seniority of 20 - 30 years and become junior to any one one who may be appointed just one day before his joining . What is his mistake? Such provision must be eroded immediately.
That there should be the principal of joint / combined seniority list in all the government added schools of Delhi.
That as and when a post fall vacant the senior most employee should be promoted to the vacant post as applicable in Government schools. There are thousands of govt schools in Delhi if everything is possible for government schools why such rules are not applicable in Government Aided Schools. Promotions should be made from joint seniority list in government aided schools too. It should be done at the central level.
Centralised appointment / selection / promotion committee/authority should be formed for all the government aided schools of GNCT Delhi at the appex level.
A GPF account should be opened for all employees working in aided schools of Delhi in place of saving bank account. It is for the reason that all the amount in that saving account (GPF) which is under the control of department of education attract income tax which is illegal and the employee also getting saving bank interest rate on the money deposited in the GPF account as the same which is considered as (GPF) of the employees while the money actually deposited in that so called GPF (saving account)& get less interest rate as compared to PPF and GPF accounts of the government employees.
Therefore I request the CM Delhi, & his companions to modify the rules in DSER 73
